This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders.
This full-time Rural Health Transformation Project position is currently funded through October 30, 2030.
This position is a designated health services specialist that supports the mission of the Department of Health by leading work to design, implement, and manage a rural EMS interfacility transport capacity strategy under the Rural Health Transformational Plan. The role is responsible for strengthening long-distance interfacility transport capability, stabilizing rural emergency response coverage, and reducing service gaps in remote communities through system design, contracting, implementation oversight, and continuous performance management.
The position serves as the department’s subject matter lead on rural EMS interfacility transport and coverage models and is accountable for achieving measurable system improvements. The position reports to the EMS Program Supervisor in the Emergency Care Systems Section of the Office of Community Health Systems.
Key Responsibilities Include:
Lead development of a sustainable rural EMS interfacility transport and coverage model.
Operationalize and manage the selected model, ensuring accountable deployment of resources.
Ensure accountability and drive system improvement through data and evaluation.
Support alignment with statewide EMS, trauma, and rural health priorities
Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Option 1: Four (4) or more years in public health, healthcare administration, emergency medical services (EMS), trauma systems, healthcare systems planning.
Option 2: A bachelor’s degree in public health, health care administration, public administration, health systems administration, emergency medical services (EMS), nursing or a closely related field.
Additional Required Knowledge, Skills, Abilities, and Experience
Must currently hold or have previously held certification as an EMT, AEMT, or Paramedic.
Two years of experience in emergency medical services, trauma systems, or healthcare systems administration or healthcare systems planning to include work coordinating with EMS services, hospitals, and other healthcare partners to support interfacility transport, patient referral processes, system coordination, and regional emergency care delivery.
Experience working within regionalized emergency care systems, including EMS agencies, trauma systems, hospitals, or related healthcare partners coordinating with EMS services, hospitals, and other healthcare partners to support interfacility transport, patient referral processes, system coordination, and regional emergency care delivery.
