The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.
Please be aware this is a hybrid position. It requires a few days a week in the office after the in-person training is complete.

The selected candidate independently reviews and processes complex initial and renewal license applications for tissue banks, blood banks, and biologics facilities, ensuring compliance with state and federal requirements. They maintain licensing databases, monitor application timeframes, review exception reports, and prepare approval, denial, deficiency, and revocation notices for management review.
The role also tracks FDA?registered California tissue banks, maintains updated licensing data for program planning, and coordinates with administrative and accounting units on payment issues. The analyst responds to license verification requests, participates in quality?improvement efforts, and helps update procedures to improve operational efficiency.
The position provides customer service to applicants and the public by explaining requirements, addressing questions, and requesting missing documentation. Additionally, the analyst prepares data and reports for performance metrics, provides staff training, supports other administrative functions as needed, and attends required meetings and trainings, which may involve travel.
• Experience in regulatory or licensing programs, particularly involving healthcare, laboratory, tissue bank, blood bank, or biologics facilities.
• Strong analytical and critical?thinking skills with the ability to review complex applications, identify deficiencies, and make sound recommendations regarding approvals, denials, and regulatory actions.
• Proficiency with database systems and electronic document management, including updating records, running reports, and maintaining accurate applicant files.
• Knowledge of state and federal requirements related to tissue banks, blood banks, biologics, and FDA registration processes.
• Effective written and verbal communication skills, including communicating with applicants, the public, and stakeholders regarding requirements, application status, and program guidelines.
• Experience preparing formal correspondence, such as approval letters, deficiency notices, and revocation or denial recommendations.
• Ability to coordinate workflows with administrative and accounting units, including resolving payment issues and ensuring timely processing of applications.
• Skill in compiling, analyzing, and summarizing data for performance metrics, quarterly/annual reports, and ad hoc reporting needs.
• Experience leading or participating in quality?improvement efforts, process optimization, or procedure updates to increase operational efficiency.
• Customer service experience in a regulatory or technical environment, including responding to inquiries and guiding applicants through complex requirements.
• Ability to multitask and meet strict regulatory timelines, while independently managing a high-volume workload.
• Willingness and ability to travel for work?related meetings or training, as required.
