This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by promoting health and wellness, empowering the public health workforce, enhancing services through agile operations, and optimizing data collection and performance measures. 

The MCAH Division Director is responsible for the management, oversight, and policy direction of the Maternal, Child, and Adolescent Health (MCAH) Division in the Center for Family Health. The MCAH Division Director serves as California’s Title V MCAH Director and provides direction to the programs and projects related to the federal Title V Block Grant program. The MCAH Division Director fosters a collaborative relationship with local health departments to implement MCAH programs and the Department’s mission to advance the health and well-being of California's diverse people and communities.  

The MCAH Division Director has an active role in the Department’s executive leadership team and works within the Center for Family Health to communicate and collaborate on public health program activities and the delivery of services and programs that achieve maternal, child, and adolescent health and well-being and eliminate health inequities in partnership with other Department programs and other agencies. The incumbent keeps apprised of current and innovative literature – including policy, systems, and environmental change strategies – as well as advances in the field that would impact the work and direction of the Division. The incumbent serves as a spokesperson and a liaison to key partners, including MCAH program participants, about the goals and objectives of MCAH. 

The incumbent works under the general direction of the Deputy Director of the Center for Family Health. The Center includes three divisions: MCAH, Women, Infants and Children Program (WIC), and Genetic Disease Screening Program (GDSP).

Knowledge of:

• MCAH Division programs or MCAH services and populations in California.
• Administrative principles applicable to the organization and functions of public health programs.
• Administrative functions, including but not limited to budgets, contracts, and procurement.

Experience in:

• Working in state government or local government in California.
• Maternal-infant health, child and adolescent health programs, policy, and systems; public health inequities; and issues that affect families.
• Providing services to culturally diverse communities and families.
• Using trauma-informed approaches in programs, services, and/or leadership.

Ability to:

• Approach complex problems, such as perinatal inequities, with creativity, openness, inclusiveness, and critical analysis and make clear and concise, data- and community-driven recommendations with the ability to continuously iterate and pivot as needed given evolving information and feedback.
• Encourage and support innovation, flexibility, and continuous improvement.
• Advance coordination and collaboration through partnership with local health departments.
• Manage, support, engage, motivate, and organize successful teams.
• Work effectively with state, federal, and county staff, advisory boards, and the public to accelerate equity for MCAH populations.
• Acknowledge and respect cultural and linguistic differences of the state’s diverse population.
• Approach work and teams with humility.
• Understand data and its importance as a cornerstone of public health program and policy development.

Other desirable qualifications:

• Excellent written and oral communication and interpersonal skills with an ability to communicate and work effectively at all levels of a large department.
• Demonstrated ability to collaborate and maintain effective relationships with other governmental institutions, local health jurisdictions, community-based organizations, and other strategic partners to enhance programs and services as well as advance policies, systems, and environmental changes that promote health equity.
• Formal training in public health.
