THE POSITION
The State of Connecticut, Office of Health Strategy (OHS) is currently recruiting for two (2) Rural Health Transormation (Health Information Technology) Durational Project Managers. Please note: these are durational positions funded through February 20, 2030, contingent on continued grant funding.
These roles will lead the implementation of interventions that address provider shortages, fragmented care coordination and limited access to services. This includes:
Deploying AI-enabled remote monitoring and expanding HIT infrastructure to support vulnerable populations;
Revenue generation to ensure the timely execution of grant deliverables, manage fund distribution, reporting, and stakeholder coordination to maximize impacts and future funding opportunities; and
Compliance and adherence to federal and state regulations, including EHR interoperability, AI governance, and data and privacy standards.
These positions operate at the intersection of Health Information Technology, health policy, and healthcare administration, working closely with internal OHS teams, other state agencies, healthcare providers, vendors, and external partners. This role requires strong strategic thinking, operational discipline, and collaborative leadership.
HIGHLIGHTS
LOCATION: Hartford, CT (in-state travel required)
WORK SHIFT: Full-Time, 40 Hours per Week, First Shift
WORK SCHEDULE: Monday through Friday, 8:00am - 4:30pm

Under the direction of the Health Information Technology Officer (HITO) and other grant-funded staff, the Durational Project Manager will:
Provide overall leadership and accountability for Rural Health Transformation HIT initiatives, from planning through implementation and delivery;
Translate high-level policy goals into actionable program plans, milestones, and deliverables;
Develop and maintain comprehensive project plans, including timelines, dependencies, performance metrics, and reporting frameworks;
Manage scope, prioritize workstreams, and evaluate change requests to ensure alignment with program goals;
Oversee operational aspects of the federal grant, including reporting, monitoring, evaluation, and financial and project management activities;
Identify, assess, and mitigate program risks and issues, including operational, technical, policy, and stakeholder risks;
Serve as a primary liaison with partner state agencies (including DSS, DPH, and OPM), healthcare providers, vendors, and external stakeholders; and
Support collaboration and adoption among rural healthcare partners and other key stakeholders.
