Summary: The Director for Public Health Data Modernization will support and participate in the provision of direct technical assistance, subject matter expertise, and data modernization strategy support for ASTHO???s Population Health & Innovation team.

Principal Functions:
Capacity building and technical support for state and territorial health agencies in the areas of health system partnerships, Medicaid program engagement, health care services access. Public health agency research and business intelligence, and public health data modernization and informatics.
The Director will collaborate with cross-sector teams, stakeholders, Public Health Infrastructure Program (PHIP) partners, as well as directly with CDC grantees to advance public health infrastructure improvements and data system modernization.
Support and participate in the provision of direct technical assistance, subject matter expertise, and strategy support to local, state and territorial health department recipients of the Public Health Infrastructure Program grant funding.
In collaboration with PHDMI team members, respond to and develop solutions for technical assistance and training needs identified by grantees throughout the duration of the program.
Supports data modernization activities of ASTHO???s internal teams supporting PHIP, as well as those activities of key national partners.
Oversees the development of in-depth issue briefs, reports, toolkits, and other deliverables for publication while directing the execution of deliverables with other programmatic teams and cross-cutting teams on Public Health Infrastructure Program (PHIP).
Directs strategy to assess, develop, and assure requests for assistance and information from members, affiliates, grant implementation partners, and national organizations are effective and timely achieved.
Directs project management for events and deliverables, liaising with federal partners, to ensure timely completion of project deliverables.
Provides oversight of ASTHO sub-awards/contractors, to meet the needs of federal grantee???s individualized TA.
Monitors progress of grant goals and adjusts activities, through program staff, according to evaluation results and the changing grantee needs.
Collaborates with staff across ASTHO relating to integrated programs and activities.
Represents ASTHO at relevant meetings and conferences.
Tracks and analyzes federal and state legislative, regulatory, and judicial activities related to project topics.
Functions effectively, respectfully, and cohesively in a team environment.
Manage project deliverables including planning and implementing virtual learning sessions, in-person/virtual meetings, federal partner workgroups, and partner calls.
Develop and implement project outcome and process evaluation activities, including measuring progress toward project objectives, goals, and intended outcomes.
Provides technical and capacity-building assistance to states and territories, develops and disseminates tools and resources; and facilitates information exchange, peer engagement, and learning in collaboration with partners.
Establishes and maintains partnerships associated with external organizations such as National Association of County and City Health Officials (NACCHO), Center for Disease Control (CDC), the Association of Public Health Laboratories (APHL), and the Council of State and Territorial Epidemiologists (CSTE.), among others.
Uses skills, experiences, and content knowledge to develop, plan, implement, monitor, evaluate, and promote programmatic work and ensures completion of program deliverables.
Supports the development of programmatic reports by developing content, analyzing data, and synthesizing project activities.
Develops and manages budgets for relevant contracts or work plans.
Maintains situational awareness of research, policies, and practices relevant to public health and healthcare systems, health information technology, and surveillance.
Assists in planning the Public Health Informatics conferences, summits, webinars, meetings, and information gatherings hosted by ASTHO or in collaboration with others.
Develops presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences.
Serves as a liaison to ASTHO members and partners and communicates regularly with these groups regarding funding opportunities, conferences and trainings, and other information related to public health and healthcare systems, health information technology, and surveillance.
Engages with staff, members, and partners to coordinate shared or overlapping priorities and efforts.
Provides analysis of draft and final federal health information technology regulations/policies for their relevance to organizational goals and member interests; develops comments on behalf of our members.
Qualifications:
MPH or related degree (i.e., Master of Public Health Informatics) or Master???s degree in data science; public health, medical, health care (or similar) informatics; computer science; epidemiology; biostatistics; information technology.
5+ years relevant work experience in public health informatics or related field
Proficient and knowledgeable in the field of public health data modernization and informatics
Familiarity with interoperability standards, including HL7, FHIR, USCDI+, and others.
State/local public health or national association experience. Awareness of public health policy or program implementation from a state perspective desirable.
Knowledge and technical expertise related to public health and healthcare systems, health information technology, and surveillance.
Excellent interpersonal, written, and oral communication skills.
Management/supervisory experience.
Ability to manage large projects including measures of success, forecasting, and evaluation.
Excellent organization and time management skills required, including ability to prioritize and manage multiple projects concurrently.
Ability to grasp systems and systems changes at state, local, or federal levels.
Ability to travel up to approximately 20% of time
Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.
Highly self-motivated and ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner.
