Purpose of Position: This position works independently to analyze programmatic needs in the areas of chronic disease prevention and control in Pitt County. This position is responsible for planning, developing, implementing, coordinating, and evaluating adult health promotion activities for Pitt County, including, but not limited to, programs designed to improve the health of employees enrolled in the Pitt County Government Employee Wellness Program. This employee is responsible for making recommendations to upper management, including the Health Education Division Director, Health Director, and to the County Manager / Pitt County Government Management Team, regarding chronic disease prevention and control programming and strategies. This employee leads the activities of 4+ Wellness Team staff members, which include a Health Promotion Nurse, Health Promotion Dietitian and a Health Educator I / Program Assistant, who work collaboratively to plan and implement chronic disease prevention programming, and who provide individualized employee wellness consultation, based upon data collection and analysis, performed by this position. The employee also directly supervises the programmatic duties of the Health Promotion Nurse, as they relate to the Employee Wellness Program. This employee also supervises all staff and activities performed within Chronic Disease Prevention and Control grants / programs (often serving a multi-county region), including, but not limited to, the Tobacco Prevention and Control, and Minority Diabetes Prevention Programs. This position must work collaboratively with numerous agencies within Pitt County to ensure integrated service delivery among Pitt County Government employees, and among the broader community. This position is responsible for providing consultation to partnering agencies, churches, non-profit groups, and to Pitt County businesses to help design chronic disease prevention and control programs.
Knowledge, Skills, and Abilities: (Planner) General knowledge of the principles and practices of public administration with more specific knowledge of the planning process; and of program areas to which assigned. Ability to communicate effectively with professional and administrative personnel; exercise judgment and discretion in applying and interpreting policies and procedures. (Evaluator) - General knowledge of the methods and techniques of social research and evaluation, of the program areas under study. Some knowledge of computer-assisted statistical programs and working knowledge of statistical analysis of data. Ability to design data gathering instruments and to assess the validity of information obtained from these instruments; to analyze data and to draw conclusions from the analysis pertaining to the evaluation of the value/potential of the program/project; and make oral and written presentations on the analysis of the project/study.
Minimum Education and Experience: (Planner) A master's degree in public or human services administration or a human services programmatic fields preferably with course work in human services planning and one year of experience in human service program planning or administration; or graduation from a four-year college or university and three years of administrative or consultative experience in a human service program; or an equivalent combination of education and experience. (Evaluator) A master's degree in the field of psychology, sociology or social work and one year of experience in research and evaluation using statistical methodologies in human service programs; or graduation from a four-year college or university and three years experience in research, evaluation and statistical application in the human service field; or an equivalent combination of education and experience. Must have a valid North Carolina driver's license. Proof of measles, mumps, rubella, and varicella immunity.
