The Substance and Addiction Prevention Branch (SAPB), within the Center for Healthy Communities, aims to reduce individual, social, and environmental harm from addiction and substance use through research-driven prevention, education, and treatment. SAPB houses CDPH's youth cannabis prevention, alcohol, overdose, and problem gambling programs, creating synergy between substance use and addiction prevention efforts. In addition to efforts related to addiction and substance use, SAPB examines a wide range of societal, community, and social influences on individual consumption and the resulting social and behavioral outcomes.

Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.
The Research Scientist Supervisor I (RSS I) (Social/Behavioral) works under the Research Scientist Supervisor II (RSS II) (Epidemiology/Biostatistics), Substance Use Research and Evaluation Section Chief of the Substance and Addiction Prevention Branch (SAPB). Acts as the Epidemiology and Evaluation Unit Chief responsible for providing unique scientific expertise related to high-profile subject matter. Manages and supervises scientific staff in the development and implementation of the epidemiological and evaluation aspects of the substance use and addiction (e.g., cannabis, alcohol, overdose, and gambling) health education and prevention programs. The RSS I will use behavioral sciences theoretical models and epidemiological research methods to oversee staff who conduct ongoing epidemiological and evaluation activities, oversee the implementation of an evaluation plan, conduct analyses and create reports for dissemination to diverse audiences. The incumbent is responsible for scientific and knowledge vision of the Branch, participates in the development of public health policy, and serves as a spokesperson regarding scientific issues related to substance use and addiction prevention. The RSS I will be responsible for ensuring the scientific quality of administrative and research reporting requirements. Some travel will be required to attend meetings and conference presentations, which may include overnight stays.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Subject matter expertise in substance use, addiction, and/or behavioral health.
Strong data analysis skills with experience using software such as SAS.
Experience conducting program evaluation and mixed methods (quantitative and qualitative) research.
Experience or interest working on the research and evaluation components of media and social marketing campaigns.
Experience with translating research and data into action, including informing effective prevention, policy, and intervention approaches.
Experience using data and research to address the social drivers of health.
Understanding of strategic planning and how data, research, and evaluation can help support the public’s health.
Strong leadership and coaching skills with ability to deliver on projects.
Collaborative and communicative; able to work well in a project-based environment with diverse teams.
Commitment to supporting justice, anti-racism, and equity.
