New to State candidates will be hired at the minimum salary of the classification or alternate range, as applicable.

Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.
Under the general direction of the Research Scientist Supervisor (RSS) I, Chief of the Evaluation Unit, the Research Scientist (RS) III (Social/Behavioral) will independently plan, organize, and direct evaluation studies to assess tobacco prevention program impacts, particularly among priority populations targeted by the tobacco industry. In this capacity, the RS III will make independent, complex decisions related to study design, implementation, and analysis to inform CTPP interventions. As a lead scientific advisor for CTPP, this position will provide scientific consultation and coordinate evaluation studies with state, federal, and academic institutions. The RS III will assess the effectiveness of media campaigns, community interventions, and tobacco prevention policies for reducing tobacco use, secondhand smoke exposure, and tobacco industry marketing. The RS III will effectively disseminate study findings to public health professionals, researchers, and the public. Limited in-state travel required (10%), including occasional overnight stays.

Minimum Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of current communications science, theory, principles, methods, and practices.
Excellent communication and writing skills
Ability to work in a fast-paced, changing environment
Ability to handle multiple priorities
Ability to work in a multi-disciplinary team including both scientific and non-scientific staff
Experience conducting both quantitative and qualitative public health program and/or public health policy evaluation studies
Experience developing evaluation plans for health-equity focused public health programs
Experience writing reports and conducting presentations for public health professionals and lay audiences
Proficiency in using statistical software (e.g., SAS, R, or SPSS) to manage and analyze public health data
