Are you a detail-oriented problem solver who is interested in contributing to health policy efforts in Minnesota? As the Management Analyst 2, you’ll play a critical part in supporting budget planning, financial transactions, and grants management—helping drive the success of programs that serve rural communities and healthcare initiatives statewide. You’ll split your time between assisting the Health Policy Division’s Fiscal Analyst with division-wide financial activities and serving as the fiscal expert for the Office of Rural Health and Primary Care (ORHPC).
Primary responsibilities include:
Monitor and track budgets to ensure funds are effectively allocated to vital healthcare programs.
Provide financial expertise to leadership, grant managers, and program staff.
Manage contracts, grants, and financial transactions while ensuring compliance with state and federal regulations.
Collaborate with financial teams to optimize resources and maximize program impact.
This is a hybrid telework position that requires in-person meetings and in-office work in the downtown St. Paul location and metro area about 1-3 times each week. Telework will be based on the business needs of the unit and is at supervisory discretion. Occasional travel outside of the metro area is required for this position (anticipated to be about 2-3 times per year).
Minimum Qualifications

One (1) year of experience* in budget coordination. Experience must include 3 out of 4 of the following:
Monitoring, tracking, forecasting, or reconciling budgets.
Creating, submitting or processing financial transactions for invoices, expenses or reimbursement.
Development of contracts, grants, or associated financial documents.
Reviewing contracts, grants, or documents for procedural and policy standards/compliance.
Experience with Microsoft Excel or a financial software system such as SWIFT, JIRA, PARIT, or PRISM.
*The highest earned degree in a related field such as Accounting, Finance, Business Administration, Public Administration, Economics, or Healthcare Management may count towards professional experience as follows:
Associate = 6 months
Bachelor = 12 months
Master = 18 months
PhD = 24 months
Qualifications to be further be assessed during the interview process:
Knowledge of generally accepted accounting principles, budget planning, financial management, and internal control processes and principles.
Ability to create and explain detailed financial reports and procedures.
Ability to manage workload within tight timelines, and often with multiple and conflicting priorities.
Experience ensuring compliance with regulations and policies.
Skills in adaptability and moving projects forward with ambiguity.
Preferred Qualifications
Knowledge of state budget and financial functions, policies, procedures, rules, and regulations, including the Minnesota Government Data Practices Act, Records Management procedures, state procurement, grant and contract policies, and/or MMB financial processes.
Experience working with federal grant reporting systems and processes.
Familiarity with financial and contracting processes and systems at MDH or another state agency.
Understanding of state and federal procurement laws, grant agreements, and professional/technical contract development.
Ability to interpret financial data, build dashboards, and improve reporting efficiency using software like Excel, Power BI, or Tableau.
