The State of Connecticut, Department of Public Health (DPH) is now hiring for a Public Health Services Manager within the Environmental Health and Drinking Water Branch to provide management level oversight over critical core functions of Connecticut’s drinking water primacy program as it relates to administration of safe drinking water standards for public drinking water. This position will work closely with the DWSRF Program which provides loans to eligible public water systems for drinking water infrastructure improvements that are necessary for public health protection, Safe Drinking Water Act compliance, and capital projects that support long-term infrastructure sustainability programs.

As a Public Health Services Manager, you will be responsible for, but not limited to, the following duties:
Supervise and manage a team of technical subject matter experts, providing leadership, guidance, performance feedback, and professional development opportunities to foster a high-performing team;
Identify and refer public water systems in need of DWSRF Program assistance;
Oversee regulatory requirements of the Safe Drinking Water Act and state laws that protect the adequacy and purity of the state’s drinking water supply;
Liaison with other operating units, local, state and federal agencies and outside officials regarding environmental health and drinking water policies and procedures;
Coordinate, plan, and manage the sanitary survey and enforcement programs within the Drinking Water Section;
Work with stakeholders within Connecticut, regionally, and nationally in the area of public drinking water regulation and oversight;
Ensure required annual reports and other deliverables are completed;
Ensure measures under the performance partnership agreement (PPA) are met;
Oversee technical assistance provided to public water systems, their certified operators, consultants, and local health departments;
Oversee the response to acute water quality and quantity incidents;
Coordinate technical functions for protection of public water supplies; and
Establish goals and performance metrics for the team, ensuring continuous improvement and accountability across all programs.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in a health organization.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program.
NOTE: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering or regulating health programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in public health, health education, health care administration, nursing, other health related fields, or public administration may be substituted for one (1) additional year of the General Experience.
