Requirements:
Current RN license from the Pennsylvania State Board of Nursing or an active Multistate RN license.

This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees:
“Carries out essential job functions or assigned emergency duties which may involve assignments within the Department of Health Command Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks.”
Essential Duties
Responsible for development, execution, oversight and evaluation of multiple program areas.
Recruit, train, schedule, coach, supervise and evaluate assigned professional and para-professional staff.
Provide team leadership and utilize effective management skills to promote a positive workplace environment.
Provide oversight, administrative, and supervisory support for Program Supervisors to implement CCHD’s Nurse-Family Partnership and Title V-Healthy Moms, Healthy Families nurse home visiting programs.
Serve as an Administrator for CCHD’s Nurse-Family Partnership program and provide weekly reflective supervision for NFP Program Supervisor.
Apply effective research skills for purposes of accessing information pertinent to program development, enhancement or evaluation.
Provide leadership to the MCH team to promote health equity, especially addressing maternal and infant health disparities.
Collect, analyze and maintain data through staff reports, observations, databases, trends and time studies.
Give leadership to MCH Continuous Quality Improvement initiatives.
Maintain awareness of priorities, trends, and new initiatives in prenatal, maternal, and infant health.
Research, plan, develop, write and implement grant proposals. Seek out and respond to additional funding opportunities to support MCH services.
Arrange for staff development and professional education opportunities on relevant MCH topics.
Promote external relationships.
Initiate and engage in inter-agency collaborative efforts to improve the health of pregnant persons, parents, and children.
Participate in MCH-relevant local, state and national meetings.
Interface with and provide technical assistance to medical professionals, community-based organizations, and others.
Write, review, and submit written reports to local, state and federal levels as required by grants and/or county administrators.
Contribute to the development of Departmental and Bureau protocols, policies and procedures and track and reinforce staff compliance within the division.
Monitor and evaluate programs for efficiency, cost effectiveness and compliance.
Work with management and fiscal staff to plan, prepare and implement grant budget.
Serve as the liaison to Medical Assistance Managed Care Organizations to carry out funding agreements.
Function as activity manager for assigned program areas and strategic plan measures.
Ensure files/records are audited for accuracy and standards of care.
Perform other duties, tasks and special projects, as assigned
Licensed as a Registered Nurse (RN), issued by the Pennsylvania State Board of Nursing or an active Multistate RN license.

Preferred Skills, Knowledge & Experience:
Master’s degree in Nursing or Public Health.
Three to five years of supervisory and management experience.
Prior clinical and community experience.
Working technical skills in assigned program area.
Prior grant-writing and grant management experience
Program development and evaluation experience.
Current working knowledge of County and Departmental policies and procedures.
Current working knowledge of labor laws and human resources guidelines..

Physical Demands: While performing the duties of this position, the employee is frequently required to stand, work with office machinery, drive a vehicle, and talk or hear. Occasionally, the employee will need to climb stairs, twist or rotate at the waist, and carry items. On rare occasions, the employee will need to reach or work with arms above shoulders; bend at the waist while working; kneel, stoop, crouch or squat; push or lift items; and work with an uncommon level of noise.

Overview
The Health Department is responsible to the County Commissioners through a five-member Board of Health. Services are available to residents regardless of race, color, religious creed, ancestry, national origin, age, handicap or sex.
The Local Health Administration Law directs the Health Department to prevent or remove conditions which constitute a menace to public health; to make and enforce rules and regulations, and institute such programs as may be necessary for the promotion and prevention of the public health; to execute the powers and duties vested in it by the laws of the Commonwealth, and the rules and regulations of the State Department of Health and other departments, boards, or commissions of the state government.
