Join the Minnesota Department of Health's Financial Management Team in an exciting new opportunity as the Financial Services Manager. This position will be responsible to supervise the Financial Services Unit, lead financial compliance and reporting activities for all financial awards received by the Department, and oversee agency indirect budget development, projections and compliance. These activities include interpreting and translating financial reporting policies and requirements, developing, and implementing financial reporting process and risk assessment guidelines, and providing financial reporting expertise within the agency.
Working as the Financial Services Manager, you will:
Direct and supervise the Financial Services section so that staff are provided adequate resources, training, direction, and supervision to enable them to effectively perform assigned duties to achieve the goals and objectives of the section.
Lead risk assessment activities for the Financial Services section.
Direct agency-level financial reporting activities.
Direct agency-level federal and state compliance activities.
Manage agency indirect budget development, projections and compliance.
Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion.
Minimum Qualifications Four (4) years of public/governmental management and leadership experience in accounting, auditing, budgeting, financial reporting and/or grant functions; sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances including experiences in the following areas:
Experience with financial processes, reporting, and developing internal financial controls.
Risk management strategy experience related to financial reporting, which includes the development and implementation of financial services policies and procedures.
Public sector federal and state financial reporting compliance experience.
Experience with development of fiscal analysis sufficient to query, analyze, and interpret complex data sets.
Experience working with federal indirect cost rates and/or cost allocation plans.
Minimum Qualifications to be assessed during the interview process include but are not limited to:
Ability to articulate financial service programs and policies to varied clientele both withing and outside the department, including experience drafting new policy, procedures, and/or rules.
Leadership and delegation skills to effect desired changes within the organization.
Ability to model and represent to staff agency values regarding diversity and inclusion.
Preferred Qualifications:
Two years of previous supervisory experience.
Knowledge of Statewide Integrated Financial Tools (SWIFT), state procurement and contracts, and accounting principles sufficient to perform the job duties effectively,
Thorough knowledge of Governmental Accounting Standards Board (GASB) pronouncements; SEFA Reporting, governmental accounting practices; and federal and state laws relating to governmental accounting.
Experience developing and managing federal indirect cost rates and cost allocation plans.
