This position is part of the administrative team and is located in the Human Services office of the Gallatin City-County Health Department. This position is responsible for providing support for both the administration team and the accounting financial team. This position conducts billing procedures including accounts receivable of various insurance providers and provides administrative support to the Human Services Programs and the Front Desk. This position reports to the Administrative Team Coordinator and Human Services Director and does not supervise other County personnel.
Each duty listed below makes up at least 10% of the job, and all other functions are included in Other Duties as Assigned. All duties below are essential functions unless otherwise indicated.
BILLING ADMINISTRATION
Works closely with the Accounting Technician to bill the appropriate services and manage the accounts receivable (receipting, invoicing and accounting), including various insurance companies.
Keeps the accounts receivable up to date and problem solves issues with billing.
Prepares billing in a timely manner including patient/client, Medicaid and other third party billing providers.
Reviews and checks final bills for accuracy according to specific billing requirements.
Answers questions from employees, patients/clients and third party payers related to billing information in a timely and professional manner.
Tracks, follows-up and collects past due accounts for private pay.
Prepares detailed notes regarding the status and all transactions on the patient accounts and documents appropriately all activities related to the billing and collection of each account.
Performs data entry of billing invoices and patient/client and third party billing information into the Health Departments billing database system.
Refers and provides the appropriate resources to the public and patients/clients in regards to seeking other financial assistance programs.
Represents the City-County Health Department in a statewide task force to increase billing revenues.
Processes and prints various reports, i.e., expense reports, payables, runs show of billing, etc.
ADMINISTRATIVE SUPPORT AND OTHER DUTIES AS ASSIGNED
Provides back up for the front desk including scheduling appointments checking in patients, answering the telephone, and other related administrative office duties.
Provides administrative support to the Immunization Clinic.
Provides data entry and program support by inputting program data, assisting in chart management, and filing for programs as needed.
Takes Minutes for programs as needed.
OTHER DUTIES AS ASSIGNED: Performs a variety of other duties as assigned by the supervisor. This includes participating in special projects, occasionally filling in for other employees, participating in ongoing training, and a variety of other functions as needed. Understands and knows the Department’s vision and mission, accounts for time electronically at the end of the workweek, follows all of the County’s and the Health Department’s policies and procedures and demonstrates the Department’s values. In the event of a disaster or public health emergency, perform duties as outlined in the Department’s Disaster manual or as assigned by the supervisor. If the County Commission proclaims a local emergency due to an actual or threatened disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.
QUALIFICATIONS
This work requires computer and data entry skills (Word, Excel, Power Point and specialized programs), knowledge of data and records management; excellent skills in grammar and spelling; proficient written and verbal communications skills; experience in accounting/bookkeeping and insurance billing procedures; attention to detail and analytical skill; general office management and ability to work on multiple tasks at one time and maintain confidentiality. This position must possess self-initiative but be able to work as part of a team. The position also requires customer service standards with a high-level of skill in dealing with the public, sometimes under stressful situations.
EDUCATION & EXPERIENCE
The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to graduation from high school plus three (3) years of experience in business or front office functions that demonstrates competency in the required skills or a work related vocational program certification and one to two (1-2) years experience working with billing procedures.
