Summary: The Vice President, Public Health Data Modernization and Informatics is a member of the Executive Leadership Team (ELT), responsible for developing and implementing ASTHO???s public health data modernization strategy, in concert with ASTHO executive leadership, program teams, and a myriad of external partners and experts. Responsible for the management, direction, and growth of ASTHO???s Public Health Data Modernization and Informatics portfolio, which includes the support of state health officials and their agencies in addressing current data and technology challenges, as well as preparing and guiding state public health data modernization initiatives, through technical assistance, capacity-building, policy development, planning, and implementation actions. Oversees relevant policy and programmatic activities between ASTHO, CDC, ONC, other HHS agencies, public health partner associations and policy organizations, the technology vendor community, other private sector technology partners, and others.

Anticipated salary: $164,000 Extended experience: up to $192,000 if experience exceeds expectations
Principal Functions:
In close collaboration with ASTHO leadership and external partners, develop and implement ASTHO???s public health data modernization strategy in the support and advancement of state and territorial health officials and agencies
Provide senior leadership to ASTHO???s public health informatics team and portfolio of technical assistance, capacity-building, policy development, planning, and implementation programs and initiatives that address current and future challenges and opportunities of the public health data and technology enterprise
Facilitating communication and developing solutions that assure members??? needs are fulfilled which may require frequent contact with individual members, ASTHO leadership, the Executive Committee and/or policy committees
In close coordination with ASTHO???s leadership, workforce, and infrastructure executive leaders, help lead ASTHO???s technical assistance and capacity building efforts in data modernization as part of the CDC Public Health Infrastructure Grant program
Work closely with relevant external partners, such as the Council of State and Territorial Epidemiologists (CSTE), Association of Public Health Laboratories (APHL), the National Association of Public Health Statistics and Information Systems (NAPHSIS), the Health Information and Management Systems Society, Inc. (HIMSS), and many others to advance public health data modernization at the national and state level
Provide senior leadership to major CDC- and ONC-funded projects that seek to facilitate secure health information exchange, overcome impediments to public health data sharing, promote interoperability and development of consistent standards, support a modern public health informatics workforce, and develop innovative partnerships and solutions with the public and private sectors
Promote and cultivate an environment of innovation internally and externally pursuing achievable demonstrations of cutting-edge, advanced data analytics and visualization capabilities; predictive analyses and modeling; enterprise-level solutions that eliminate data siloes; secure data exchange; and most critically, support state and territorial current and future public health data infrastructure needs
Active knowledge of and involvement in national efforts to modernize the U.S. public health data ecosystem
Anticipate changing policy and program issues and convey their potential impact to ASTHO senior management, including maintaining routine situational awareness of emerging issues and/or trends of relevance and importance to ASTHO???s members
In collaboration with ASTHO???s state health policy and government affairs teams, oversee, monitor, and analyze relevant national and state legislative and regulatory issues
Formulate, oversee or draft, and review national public health policy related to programmatic areas including the critical and thorough analysis of federal/national policies, plans, and procedures; publications; and issues briefs prepared by other entities on topics relevant and of importance to ASTHO???s members
Guides team in conceptualizing the addition of health equity, diversity, and inclusion as it relates to the project portfolio
Routinely represent ASTHO at national meetings and forums, including delivery of presentations and membership of advisory, steering or ad-hoc committees and task forces
Serve as a voice and expert for public health data modernization with the media, as assigned
Assure the development and fostering of collaborative working relationships between the Public Health Informatics Team with other program and project teams, and other ASTHO leaders and staff
In collaboration with ASTHO leaders and staff, develop new projects and funding solutions to advance public health informatics and address ASTHO members??? needs
Develop and foster collaborative working relationships with federal HHS agencies, foundations, policy organizations, and other national entities
Synthesize complex concepts and/or issues concisely into key messages and actionable steps
Conceptualize and integrate, as appropriate, population health and innovative approaches into ASTHO cooperative agreement proposals
Guide, mentor, and support direct reports in the fulfillment of their roles including, but not limited to:
management of existing projects within their portfolio
development of new project initiatives in anticipation or response to member needs or related to policy committee priority areas,
development and completion of materials meeting ASTHO review and quality standards, and
advancement of ASTHO???s organizational culture and values
Assume overall responsibility and accountability for final products developed within the portfolio, including timeliness, accuracy, and adherence to the document review procedures
Handle competing demands and manage change constructively in a rapidly changing, dynamic environment
Serve as a public health data and informatics policy and technical expert to ASTHO program staff to support policy needs and program operations, as well as ASTHO leadership
Qualifications:
Master???s degree in public health; data science; public health, medical, health care (or similar) informatics; computer science; epidemiology; biostatistics; information technology; business administration; or similar fields
A minimum of 10 years of experience at a management or leadership level
Diverse, public, and private sector experience, ideally inclusive of (but not required) management, project planning and implementation, strategic planning, and stakeholder engagement in environments such as health systems, public health agencies, technology firms, policy organizations or consulting organizations
Proven experience and success with strategic planning and execution
Experience with relevant policy and program dynamics at the state and federal perspective
Deep knowledge and understanding of the current state of the local, state and national public health data and technology apparatus
Skilled ability to build collaboration and consensus
Ability to anticipate states??? emerging issues and proactively implement policy and programmatic solutions
Ability to integrate related policy and programmatic issues across categorically funded programs
Experience in and ability to develop, supervise and lead diverse staff teams
Outstanding interpersonal, written, and oral skills
Ability to develop accountability measures to analyze progress, evaluate outcomes, illustrate impact, and sustain success
Ability to work skillfully with large networks and disparate groups
Must be willing to travel
