Summary: The Advisor for Public Health Data Modernization & Infrastructure Sustainability will provide subject matter expertise, technical assistance, and project execution for ASTHO???s Population Health & Innovation team, which leads capacity building and technical support for state and territorial health agencies in the areas of health system partnerships, Medicaid program engagement, health care services access, public health agency research and business intelligence, and public health data modernization and informatics.

Anticipated salary: $90,000 Extended experience: up to $107,500 if experience exceeds expectations
Principal Functions:
Provides subject matter expertise on state Medicaid program operations and financial policy, and how Medicaid and other health care payers can partner with state public health agencies to sustain data system and infrastructure improvements
Conducts research and analysis of existing and allowable state Medicaid and Public Health agency data system and infrastructure improvements
Oversees the development of in-depth issue briefs, reports, toolkits, and other deliverables for publication while directing the execution of deliverables with other programmatic teams and cross-cutting teams to maximize the long-term impact of the Public Health Infrastructure Program (PHIP)
Directs strategy to assess, develop, and assure requests for assistance and information from members, affiliates, grant implementation partners, and national organizations are effective and timely achieved
Serves as subject matter expert for program information and policy, specific to Medicaid program operations, financial policy, and federal agency engagement
Directs project management for events and deliverables, liaising with federal partners, to ensure timely completion of project deliverables
Collaborates with the Medicaid & Health Systems Partnerships Director on portfolio development and ensures alignment across the population health team???s data modernization and population health improvement portfolios as it relates to data modernization & infrastructure sustainability
Collaborates with state and territorial public health agency staff and their project teams in preparation for grantee???s individualized technical assistance (TA)
Provides oversight of ASTHO sub-awards/contractors, to meet the needs of federal grantee???s individualized TA
Authors proposals and progress reports
Monitors progress of grant goals and adjusts activities, through program staff, according to evaluation results and the changing grantee needs
Collaborates with staff across ASTHO relating to integrated programs and activities
Represents ASTHO at relevant meetings and conferences
Tracks and analyzes federal and state legislative, regulatory, and judicial activities related to project topics
Continuously builds content expertise in state Medicaid programs, public health, and public health policy
Functions effectively, respectfully, and cohesively in a team environment
Qualifications:
Bachelor???s degree in related field such as public health, public policy, health care, economics, or business (master???s degree preferred)
At least five (5) years of experience in a state Medicaid program or national policy arena focused on Medicaid policy and finance, including providing technical assistance and coordination
Knowledge of performance management and quality improvement methods
Familiarity with governmental public health financial processes, grants management, and budgeting
Experience writing, managing, and executing grant funded programs
Project management and other organizational skills
Ability to lead collaboration among internal ASTHO staff, external partners, and funders
Ability to research, track and analyze appropriate issues and legislation at federal and state levels using abstract concepts
Excellent written and oral communications skills, including presentation skills
Strong positive interpersonal and analytic skills
Ability to travel up to approximately 10% of time
Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs
