Job Description and Duties
Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.
Incumbents in one of these classifications, who have evidence of being accepted for an examination for a Medical Specialty Certificate or Osteopathic Specialty Certificate shall receive 15.5% of monthly base salary. Incumbents in one of these classifications, who have evidence of being certified by an American Medical Specialty Board or American Osteopathic Specialty Board will receive 19.0% of monthly base salary.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by serving as the top-level program manager and research coordinator, providing guidance and leadership in planning and directing daily program operations, scientific research and program evaluation and research investigations focusing on Genetic Disease Screening Program (GDSP) program outcomes. The position serves as the Chief of the Program and Policy Branch (PPB). The incumbent is responsible for the management of a large group of research scientists, research scientist supervisors, program section supervisors and support staff, encompassing the Program Development and Evaluation Section, Newborn Screening Section (NBS), Prenatal Screening (PNS) Section, and the Communications and Education Unit. The incumbent will be expected to develop, organize, and provide oversight for all scientific research for GDSP, including research and evaluation investigations focused on the prenatal and newborn screening programs, health education materials, and all public-facing program-related documents. In addition, the incumbent directs the development, and expansion of new prenatal and newborn screening programs; provides oversight of policy for the California Biobank Program; and serves as the coordinator and Principal Investigator for cooperative statewide, and national collaborative agreements funded by Health Resources and Services Administration (HRSA), Nation Institutes of Health (NIH), Centers for Disease Control (CDC) and Prevention, and private organizations that require participation of PPB staff.
The incumbent works under the broad administrative direction of the Public Health Medical Administrator II, C.E.A., Division Chief of the GDSP and provides direct supervision to a Research Scientist Supervisor II, Health Program Manager IIs,Health Program Manager I, and Health Program Specialist positions. This position involves travel, less than 5%, for possible meetings.
Hybrid Telework with one or more days in the office each week is available for this position, under Government Code 14200 for eligible applicants residing in California, and in accordance with CDPH’s Telework Policy and Procedures.
