This position will provide senior-level business and systems analysis, application development, and operational support for the NC State Laboratory of Public Health. This position will be responsible for Laboratory Information Management system (LIMS) application development and maintenance operations using Java programming technology. The Specialist will program, develop, and/or configure customized software product/systems to meet client requirements. Build and support specialized customizations to the NC SLPH LIMS system including conversions, interfaces, enhancements, and user interface modifications. This may include end-to-end software development starting from analysis moving on to design, implementation, QA testing and validation, delivery, and maintenance.
Duties also include:
Liaise with business analyst, project team members, project managers, and customers Interpret user requirements to configure and program solutions.
Proactively support the implementation process to ensure the successful technical deployment of programmed solutions.
Create level-of-effort estimates per project, scope, and requirements.
Monitor efforts for quality assurance and adherence to state, departmental and divisional standards and procedures.
Application/information system assessment and performance monitoring to avoid preventable interruption of production environment and to provide optimum quality service to the clients.
Lead and mentor Junior developers.
On call and overtime may be required depending on client automation needs.

Experience in the development and support of complex programming code in languages such as Java, JavaScript, MS SQL, PLSQL, Web Services, SOAP, and XML along with testing, and migration to production level use.
Experience with development best practices and methodologies to evaluate, diagnose, and develop applications for optimal systems performance.
Experience writing optimized SQL queries and analyzing existing SQL queries for performance improvements.
Experience in direct client contact and maintaining effective working relationships with end users and other internal/external staff.
Experience in organizing, prioritizing, and following complex and/or detailed technical procedures.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Computer Science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development; OR Associate degree in Computer Science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; OR High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; OR an equivalent combination of education and experience.
