Job Summary:
This position is located in the Office of the Chief of Staff (OCoS) in the Office of the Director at DC Health. The OCoS is responsible for leading key strategic projects across the matrix organization while promoting a high-performance culture that is aligned with the business goals of the six programmatic areas. The OCoS works to foster a culture within the agency that emphasizes accountability for delivering evidence-based, evidence-informed and promising public health practices and services that meet the needs of District residents in all eight wards.
Major Duties and Responsibilities:
The incumbent serves under the direct supervision of the Chief of Staff (CoS) and acts as a liaison between the OCoS and the programmatic administrations, agency operations staff and with officials and stakeholders outside of the organization. The ideal candidate must demonstrate a keen ability to think strategically, communicate effectively and successfully collaborate and work across boundaries (e.g., internal and external) to build strong relationships.
The incumbent will be responsible for reviewing and analyzing a broad array of programs, projects, proposals, health and workforce data and information in order to advise workforce development and program implementation within DCH Health.
The incumbent will utilize knowledge and experience in Public Health and apply best practice and evidence-based strategies to promote Public Health 3.0 principles within the DC Health workforce. The incumbent will help to assess and identify strategies to develop, train and sustain a strong public health workforce and that address attrition in key positions within DC Health.
This individual is responsible for assisting with planning, developing, initiating, coordinating and conducting a variety of special assignments, studies and projects, requiring the application of analytical techniques to ensure that the overall goals and objectives of the OCoS are met. This will include discussing pertinent issues with key internal and external organization officials, representatives of outside interests and various groups and individuals, as required, to obtain desired information.
The incumbent will be responsible for assisting with agency strategic planning and execution, workforce development planning, and agency PHAB compliance.
The ideal candidate must be skillful with utilizing business analytic tools to perform data analysis. The incumbent will be responsible for independently collecting, interpreting and analyzing data from management studies, preparing written reports summarizing quantitative and qualitative analyses. The individual will be expected to correlate and analyze facts to draw conclusions and provide meaningful recommendations to the CoS. and be comfortable presenting documentation to the CoS, executive leadership and internal/external stakeholders.
The incumbent will establish priorities and follow through on major projects to ensure that deadlines are met. The ideal candidate will be responsible for keeping the CoS briefed on accomplishments, barriers, and problems, and propose new ideas and policy solutions needed to facilitate the organization in effectively carrying out its mission.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
