Job Description and Duties
The incumbent works under the Health Program Manager (SSM) II in the California Home Visiting Program (CHVP) Program Development and Implementation (PDI) Section in the Child and Adolescent Health (CAH) Branch. The Health Program Specialist (HPS) IIs functions as a highly skilled, technical, program specialist focused on planning, coordinating, and administering CHVP.
CHVP aims to support local agencies implementing evidence-based home visiting models that serve parents, children and families. Supported by decades of research, home visits by a trained professional during pregnancy and in the first few years of life improves the lives of children and families by preventing child abuse and neglect, supporting positive parenting, improving maternal and child health and wellbeing, and promoting child development and school readiness.
The incumbent performs duties in the full journey level capacity related to program development, planning, quality assurance, technical assistance, needs assessment, special projects and facilitation, as needed. The HPS II is responsible for independently coordinating the development of key proposals and making recommendations related to the overall design, development, implementation and monitoring of the program. The HPS II serves as liaisons across MCAH branches, providing expertise in fiscal and budget management, and contributing to monitoring and evaluation activities. The HPS II leads and develops highly-visible written products relating to evidence-based and innovative home visiting projects. The position provides technical leadership and support for the California Home Visiting Program (CHVP).
This senior specialist position requires the incumbent to function independently; communicate effectively; facilitate group processes for resolution of issues; provide effective consultation/technical assistance; and maintain/develop skills related to home visiting. A high degree of initiative, detailed and sensitive work are typical in the responsibilities of this advanced health program specialist position. Up to 10% travel may be required. Up to 10% travel is required.
Candidates interested in this position are encouraged to take the California Department of Public Health’s (CDPH) Health Program Specialist II exam. Exams are administered bi-monthly.
