This is professional nursing work with lead responsibility for managing and directing public health programs in the Iredell County Health Department. This employee plans, organizes, manages, and directs all activities of a very large staff of varied and complex programs. The division consists of 75 employees with direct supervision of six program Supervisors, two Administrative Assistants, the Public Health Preparedness Coordinator and the Physician Extender II. In addition, this position administratively supervises the RN High Risk Pregnancy Care Manager and the contract Dentist. Programs in the Clinical Services Division include public health nursing, dental services, Women, Infant & Children’s program, laboratory services, care management services, clerical support services and public health preparedness. This position manages and directs employees at the two Health Department locations – Statesville and Mooresville. The employee has complete accountability for all the administrative, supervisory and technical components of the programs in the Clinical Services Division with assistance of the program supervisors. This employee stays abreast of broad social, economic, technical, and programmatic developments and makes recommendations and/or changes to adjust assigned programs to these developments. In addition to nursing staff and support staff, this employee supervises other health professionals including dental, nutrition, laboratory, and social work. In the absence of the health director, this position assumes all responsibilities for operation, management and maintenance of service programs and personnel.
MINIMUM EDUCATION AND EXPERIENCE
Master’s Degree in Nursing, Public Health, Public Health Administration or related area, five years of experience in Public Health Nursing including two years of experience in a supervisory capacity; or graduation from a four-year college or university with a BS Degree in Nursing which includes a Public Health Nursing rotation, six years of Public Health Nursing experience including three years-experience in a supervisory capacity; or graduation from an accredited school of professional nursing, seven years of professional nursing experience, six of which must have been in public health including three years-experience in a supervisory capacity; or an equivalent combination of education and experience.
NECESSARY SPECIAL QUALIFICATIONS:
Licensed to practice as a Registered Nurse in North Carolina by the North Carolina Board of Nursing. Thorough knowledge and skill in the administration and organization of a public health nursing program; thorough knowledge of the principles of public health nursing and public health nursing supervision; thorough knowledge of the available and related public health resources and organizations in North Carolina, and current social and economic problems pertaining to public health; Thorough knowledge of public health administration on the local level; thorough knowledge of education methods and training techniques; considerable knowledge of State and federal laws relating to public health. Ability to plan, coordinate, and supervise the work of others and to present findings, comments, and opinions clearly and concisely in oral and/or written form; ability to exercise good judgment in appraising situations and making decisions; ability to plan and execute work effectively and to deal tactfully with the public and other health professionals. Ability to prepare and interpret statistical analyses of public health nursing activities and to plan and implement changes based on these reports; ability to prepare and maintain a nursing and clinical services budget.
