Catawba County Public Health is recruiting for a highly motivated professional who is skilled in the area of recruitment and development of staff and processes to assist in improving and protecting the health of our community. In this position, you will coordinate all aspects of employee recruitment, orientation and ongoing workforce development and competency requirements.   Additionally, working with key Public Health staff, you will monitor, update and develop agency wide administrative policies and procedures. 

RESPONSIBILITIES: 

• Coordinates the recruitment and hiring process with centralized Human Resources and hiring supervisors, including requesting for job postings/advertising, scheduling and assisting with interviews, conducting salary studies, arranging pre-employment screenings, ensuring completion of all hire paperwork and processes, and maintenance of accurate/updated job descriptions
• Initiates and facilitates new employee orientation
• Develops, implements, and coordinates workforce development plan in conjunction with supervisors and managers, including focus on retention strategies; improvement of orientation processes, internal communication, and training; coordinating an internal mentoring program; and arranging for new or expanded staff engagement opportunities
• Researches, creates, and offers opportunities for employee skill development
• Facilitates the completion and submission of timesheets and expense reports
• Coordinates and monitors completion of employee performance evaluations and salary adjustments
• Assists staff with all Human Resources related questions and issues
• Evaluates, modifies, and creates administrative procedures that impact organizational operations
• Develops, implements, and communicates administrative procedures and processes in conjunction with other staff
• Receives and reviews organizational complaints and coordinates the investigation and resolution process
• Coordinates requests for student learning experiences

QUALIFICATIONS: 

• Master’s degree in Human Resources, Organizational Development, Public or Business Administration or a related degree, OR
• Bachelor’s degree in Human Resources, Organizational Development, Public or Business Administration, or related field and 2 years of professional level experience in human resources, staff development or quality assurance
• Experience in a public health, human services, or community health preferable

ADDITIONAL REQUIREMENTS:

• Valid driver’s license with a safe driving record
• Knowledge of human resources policies and procedures, NC law, and workforce development
• Excellent verbal and written communication skills as well as exceptional interpersonal skills and ability to work with a diverse array of employees
• Ability to perform work with a great level of attention to detail
• Strategic and creative thinking to develop and maintain workforce development plan
• Strong multi-tasking and prioritization skills
• Exceptional organizational skills, with a great level of attention to detail
• Ability to extract complex information from a variety of sources to aid in decision making
• Advanced computer skills with the ability to maneuver in complex automated personnel and payroll systems
• This position is considered light work, lifting up to 20 pounds.
