This position manages a staff of professional and technical employees to plan, develop, transfer, maintain and modify computer applications that directly or indirectly affect health and human functions for DHHS, including applications that provide for HIE provision of related services. In addition to interacting with business partners, this position coordinates with IT directors and other IT managers, and representatives from other state agencies and the federal government. Through subordinates and directly, this position documents requirements, plans, designs, develops, tests, implements, and maintains software solutions. This position is required to perform application development and provide training to subordinate staff. This position, in coordination with the Service Management and Project Management Sections, is also responsible for the development, negotiation, mediation, conflict resolution and performance management of vendor contracts for health and human applications.
This position is dedicated to support of the Public Health Emergency Preparedness grant activities specifically as part the bioterrorisrn and preparedness needs. This position is essential to the success of the state efforts to prepare for and respond to various methods of terrorist attack. The position ensures that associate programs have immediate, reliable, continuous access to the information and IT resources required to protect and promote the health of the citizens of North Carolina and especially before, during, and after human-instigated or natural disasters.
Duties also include participation in strategic and tactical planning with Business Partners, Vendors, and organizational unit management; participating in project planning and estimating efforts; consultation and planning for specific modifications and enhancements to production applications/information systems; monitoring technical effort activities for adherence to schedules, milestones and deliverables; making recommendations to management on enterprise development practices, standards and tools; mentoring and training other organizational unit applications development staff in standard development practices, standards and tools; providing status and time reporting; monitoring efforts for quality assurance and adherence to state, departmental and divisional standards and procedures; and application/information system assessment and performance monitoring to avoid preventable interruption of production and to provide optimum quality service to the clients. Specific/specialty duties will be assigned to this position as required to meet business needs.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

Experience managing a team of technical resources (developers and administrators)
Experience designing, developing, debugging, testing, and supporting complex computer programs and analyzing/configuring/modifying existing computer programs using standard tools
Experience analyzing existing user business processes and effectively producing alternative system solutions
Experience administering operational and reporting databases
Experience interfacing and working with project teams, 3rd party vendors, IT management, and business owners to perform project planning and elicit requirements to develop, modify, or enhance systems and generate project documentation such as project specifications, test plans, implementation plans, project estimations, etc.
Experience performing project management functions and leading technical projects
Experience producing deliverables for all phases of the SDLC from functional requirements through final implementation and production support
Elicits, analyzes, specifies, and validates the business needs of stakeholders, be they customers or end users.
Conducts interviews to gather customer requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work OR Associate degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work OR An equivalent combination of education and experience.
