Job Summary
The Financial Management Division is looking for a financial liaison to work with program managers and provide financial expertise and consultation. This individual will provide budgeting, monitoring, projecting, financial reporting, and invoicing services necessary for the proper fiscal stewardship of large and complex federal grants, state appropriations, interagency agreements, and income contracts. This position ensures federal financial compliance, accurate spending, compliant cash management, and accurate financial reporting. This position supports effective financial management by developing and implementing reconciliation of all federal grant awards to the state accounting system. This position will actively recommend and implement solutions to reconciliation findings.
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
Minimum Qualifications
Two (2) years of professional work experience performing the following duties:
Professional experience in accounting, financial management, or grants management
Experience applying accounting principles (GAAP) and practices sufficient to coordinate various phases of accounting functions
Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions
A degree in Finance, Accounting, Business, or other related degree will substitute for professional experience, as follows:
Master’s degree = 18 months of experience
Bachelor’s degree = 12 months of experience
Associates degree = 6 months of experience
Minimum qualifications to be assessed at the interview:
Communications skills that demonstrate the ability for clear and persuasive presentations.
Ability to demonstrate attention to detail to process complex accounting tasks.
Ability to work with others in a collaborative work environment
Knowledge of State of Minnesota accounting systems
Preferred Qualifications
Experience in managing funding sources with different rules and requirements including federal grants, state appropriations, and gifts/donations.
Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.
Experience with State of Minnesota contracting, billing, and collection processes.
Experience in Statewide Information and Financial Transactions System (SWIFT) to access, interpret, and evaluate data and to develop and improve formats for the presentation of financial data.
