The incumbent serves as the Deputy Director for Operations and will be responsible for providing day-to-day financial management of the Administration’s adopted budget. The incumbent implements budgetary controls to ensure that the Administration is not anti-deficient. The incumbent provides advice as to the degree of feasibility for modification to operating plans and proposals from the Administration and implements agreed upon modifications. The incumbent administers fund/position controls in all organizational elements of the Administration. The incumbent reviews and makes budgetary recommendations to the program officials of the Department. The incumbent also, processes all required budget modifications and/or re-programming in consultation with the program managers. The incumbent ensures that budget authority is expeditiously loaded/modified after receipt of notice of grant award.
The incumbent provides effective responses to personnel issues. Which includes assuring proper recruitment/placement of personnel, classification of positions, training of employees, and maintaining good employee-management and union relations. The incumbent also ensures that proper Performance Management standards are established and maintained recognize superior performance and to address poor performance. The incumbent ensures the Administration is in full compliance with applicable bargaining agreements. The incumbent coordinates with the Senior Deputy Director, and the program managers to meet the contracting and supply needs for the Administration. Which includes, but is not limited to, negotiating/administering contracts for services and facilities, establishing and maintaining stock and property control, control for space, and replacement of equipment. The incumbent manages the annual development of Service Level Agreements and the requisition process for the administration. In coordination with the Director’s office and the Office of Contracts and Procurement, ensure that the Administration complies will all relevant contracting and procurement guidelines. The incumbent ensures that all goods and/or equipment are inventoried in accordance with the District and Departmental policies and procedures.
Qualifications and Education
Individual must have one (1) year of specialized experience equivalent to the next lower grade (14) level in the normal line of progression for the occupation in the organization. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include project management, budget preparation, research methodologies, development and implementation of policies and procedures, program management, financial management, or similar work experience.
Preferred Qualifications
Graduation from an accredited four-year college or university with a bachelor’s degree is preferred.
Seven (7) years of relevant professional work experience, three (3) years of which were in a supervisory capacity is preferred.
Strong experience in executive level management skills and judgment. Experience in managing diverse service programs that respond to the needs of those in low-income environments, and vulnerable populations, as well as the ability to accept public accountability. Expert knowledge of principles of project management, public and business administration, and Government applications. Expert knowledge and experience with the policies and procedures used in budget preparation, justification, monitoring and reporting. Expert knowledge of local, state, and federal statutes and regulations as it relates to the operations of the Department of Health. Expert ability establishing and maintaining effective working relationships with subordinates, superiors, and officials of other DOH Administrations, District Agencies, and community-based Stakeholders.

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.
