The Tennessee Department of Health (TDH) seeks an experienced, collegial, effective professional to lead the Data Governance efforts of the Department as Data Governance Director in the Office of Informatics and Analytics (OIA).
This professional will lead the support of the Health Department's Data Governance projects, efforts, and transformation and support data modernization projects throughout the department. Under the general direction of the Chief Data Officer, the successful candidate will be responsible for providing data governance leadership, strategic and operational program support, and data governance best practices across the Department. The Data Governance work of the Department is rapidly centralizing and modernizing. Existing effective processes will be enhanced to enable growth of this capacity, and new processes designed and harmonized.
The incumbent will work very closely with the Office of General Counsel (OGC) and the Privacy & Compliance leadership to balance the legal and privacy interests of the Office, the Department, and the Tennesseans the Department serves.
Oversee the management of direct reports, including the IRB team and the Data Governance team managers.
Support CDO, leading the development of a data governance strategy to be disseminated throughout the department, including data collection, management, integration, and oversight.
Establish documentation and guidance for all staff and provide division-level consultation as needed.
Develop the appropriate committees for data governance and will produce a written strategy for the Department.
In collaboration with the CPHIO, support the governance needs of the far-reaching Data Modernization efforts of the Department.
Manage the development of the Data Release Committee.
Serve on the OIA leadership team, responsible for supporting initiatives and processes of the Office.
Provide ongoing oversight of the IRB, including ensuring that all rules and regulations are followed, recruiting, training, managing IRB members, and providing consultation on specific IRB applications.
Manage, mentor, and support teams of data governance professionals to harmonize processes and build new capabilities for the public health programs of the department.
Serve as the direct supervisor to managers and key staff of the Data Governance teams.
Build community and trust among team members and other teams and divisions.
Hire, mentor, and retain Data Governance professionals while attending to and supporting their career development and growth.
Develop and analyzes process, procedures, and methodology for TDH data governance.
Provide consultation and oversight for data requests, serving as a senior leader to ensure that data use meets the goals and strategic focus of the Department as a whole.
Negotiate terms of Data Sharing/Use Agreements.
Participate in contract endorsement review to represent the data governance interests of the Department.
Collaborate with data stakeholders, counsel, and privacy teams in other State agencies.
Conduct complex analyses of legal, privacy, and public health scenarios.
Liaise with community data stakeholders and NOGOs to establish data-related agreements.
Collaborate with peers and customers throughout the department and support their success through data.
Collaborates with team members and internal and external stakeholders to initiate, develop, and execute projects and tasks.
Extensive experience with data governance models, frameworks, and principles.
Master communicator with the ability to collaborate effectively at the highest level with senior leadership, mid-level management, and other data users.
Expertise in Institutional Review Board (IRB) composition, activities, and responsibilities.
Excellent, collaborative, positive leader.
Expertise in data masking, data deidentification, and the risks of AI/ML for re-identification (Or familiarity with statistical disclosure control methods widely used by statisticians/informaticians).
Flexibility to adjust to multiple demands, shifting priorities, and ambiguity.
Experience harmonizing disparate processes and practices.
Expertise in applications of HIPAA HITECH 21st Cures Act, Information Blocking, and the interplay of Federal and State data protection laws.
Disciplined process advocate, guru (LEAN or other).
Familiarity with the data lifecycle and the use of data to accomplish goals.
Understanding of data uses cases, workflows, and collection activities.
Experienced participant in the health data governance community.
Ability to digest and translate technical concepts into simple insights and recommendations.
Experience building and nurturing cross-organizational relationships and teams.
Juris Doctor or other law degree
8+ years of supervisory management experience
4+ years of public health data governance experience
4+ years of supervisory management responsibilities
