Under direction of the Health Program Manager I, Newborn Screening (NBS) Follow-up and Contract Unit Chief, the Health Program Specialist I (HPS I) supports the California Department of Public Health’s (CDPH) mission by functioning as a highly skilled technical program consultant, administrative lead, and liaison for two contracted direct service programs, the NBS Hemoglobin Trait Follow-up Program, and the Sickle Cell Counselor Training and Certification Program (SCCTCP). The NBS Hemoglobin Trait Follow Up Program provides culturally sensitive education and voluntary hemoglobin parent testing for parents of newborns found to have a hemoglobin trait. When requested, contractor provides trait education to college athletes that request information about trait status. The HPS I provides oversight and assistance for the NBS Hemoglobin Trait Follow-up program scope of work, protocols, education materials, forms, letters, budget, invoicing, progress reports, and use of the NBS online data Screening Information System (SIS).
The SCCTCP provides statewide classes for individuals interested in Sickle Cell Disease, Trait and other Hemoglobin conditions, and/or becoming a Sickle Cell Educator and/or State Certified Sickle Cell Counselor. The HPS I provides consultation and support for the SCCTCP contractor staff. The incumbent participates in development of the contract scope of work and approves the annual training plan.
The HPS I develops and manages program evaluation and quality improvement projects for both programs.
This position involves travel, less than 5%, for possible meetings and site visits.
This vacancy is being advertised in Contra Costa County and Sacramento County. The position’s headquarters will be in the county nearest the selected candidate’s residence.
Telework is available for this position, under Government Code 14200 for eligible applicants residing in California, and in accordance with CDPH’s Telework Policy and Procedures
This position requires the employee to enter health care facilities to provide services or work as part of the duties. The selected candidate is mandated by CDPH to be fully vaccinated against the COVID-19 virus as defined by the Center for Disease Control (CDC). Proof of vaccination status will be required as a condition of employment unless an exception is granted. (This will be listed as a special requirement)
