This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by advancing the health and well-being of California’s diverse people and communities. As an employee of the of the Local Services Branch, the incumbent serves as part of a team that provides monitoring, training, support for and collaboration with regional local agencies that serve the Women, Infants and Children (WIC) Program participants.
The incumbent works under the general direction of the Chief, Northern Section, Health Program Manager II. The Health Program Specialist II (HPS II) serves as a skilled public health professional responsible for partnering across multiple sectors utilizing data, and leveraging resources, to facilitate the critical mission of optimizing the health and wellbeing of all people in California by promoting positive nutrition and health outcomes and supporting breastfeeding as the optimal nutrition for infants. Develops breastfeeding messaging and assists with accompanying staff trainings to support parents to meet infant feeding goals. Collaborates across multiple state programs within the Center for Family Health and CDPH on statewide initiatives to ensure consistent messaging across programs. Travels statewide10% of the time.

1. Demonstrated excellent verbal and written communication skills including reviewing and editing documents. 2. Ability to communicate effectively with staff at various levels, external agencies and the general public 3. Bachelor’s Degree in nutrition, Public Health, or a related field 4. International Board-Certified Lactation Consultant designation preferred
Experience In: 1. Communicating sensitive and confidential materials clearly and concisely in written and verbal formats 2. Communicating effectively with various levels of staff and the general public 3. Managing, prioritizing, and meeting multiple deadlines in a fast-paced work environment Knowledge Of: 1. State and federal policies and regulations as it related to the WIC Program 2. Project Management methodology 3. Data-driven decision-making techniques
