The E Learning Program Consultant will support the design, development, delivery and deployment of relevant, high-quality learning assets and experiences. These assets and experiences will be delivered in modalities including face-to-face, hybrid, and virtual learning assets. The developer must have experience working with existing software provided by the department, such as PowerPoint, Teams, or Lectora.
Under broad supervision, responsible for assessing, planning and/or coordinating training and learning activities for the agency. Performs end-to-end learning and development techniques in support of staff. Evaluates training and learning outcomes in relation to functional and/or technical training activities. Provide learning and development support agency-wide.
Coordinate and perform job functions necessary to deliver and document learning and development programs, to include, but not limited to, monitoring and recording training activities, compiling and reporting evaluation feedback, and developing and managing databases to document staff training.
Job Duties and Responsibilities:
Plans, monitors, and implements the Environmental Health Section’s Virtual Training Program. Evaluates program for compliance with state law, department rules and regulations and policies.
Uses professional eLearning software in creating and updating training modules, videos, eLearning modules, supplemental learning materials, etc.
Design, develop, deploy, and maintain effective online training programs to meet the section’s needs.
Works with each Director in the State Environmental Health Program to plan and implement their e-learning training program.
Works with Georgia’s Department of Public Health’s Office of Workforce Learning to plan and implement the Environmental Health Section’s e-learning training program.
Develops policies, procedures, protocols and guidelines for the development and implementation of the Environmental Health Training and Certification Program’s E- learning platform.
Monitor, assess and evaluate the-learning program for compliance with state rules and policies to determine progress in meeting established department goals.
Implements educational and training for district/county Environmental Health Specialists, within each specialty of the environmental health program using virtual, pre-recorded or hybrid formats.
Participates in the administration, implementation and monitoring of the e-learning program.
Serves as a technical expert on the e-learning format for the programs within the Environmental Health Section.
Compiles reports of findings and submits in appropriate format as required.
May assist with the development of long-term (five year) and short-term (one year) objectives and plans for the environmental health e-learning program.
Bachelor's degree in a related field, OR Associate degree in a related field AND two years of related experience, OR Two years at the lower level or equivalent (ITP060.)
Bachelor’s degree in a related field (Training, Instructional Design, Multimedia Design) related discipline or equivalent from an accredited college or university AND One year of experience performing work related to area of assignment.
Proficient with Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, Forms)
Excellent communication, writing and editing skills.
Ability to write effective copy, instructional text and audio scripts/video scripts
Experience working with a Learning Management System
Knowledge using various training platforms (iSpring, Captivate, Articulate, Camtasia, etc.).
