Your Specific Responsibilities:
THIS POSITION INCLUDES THE OPTION OF TELEWORKING FROM A LOCATION WITHIN THE STATE OF FLORIDA. THE INCUMBENT WILL BE REQUIRED TO TRAVEL TO TALLAHASSEE AND MEET WITH THE MANAGEMENT TEAM ON A SCHEDULED BASIS.
This position provides construction management services for the Department of Health (DOH), Design and Construction Section. The role of this position is to be responsible for directing and coordinating project development of each assigned Fixed Capital Outlay (FCO) project from inception through completion and through expiration of the guarantee period to promote its completion in the most efficient and optimal manner. Additional responsibilities include, but are not limited to, the following:
Monitors construction progress and conducts periodic site and final inspections to assure the requirements of the contract documents are met.
Maintains the project contract files in accordance with statute and agency standards (both electronic and paper documents).
Review requisitions for payment to architects, engineers, contractors, testing laboratories, and others furnishing services during design and construction.
Review change orders for completeness and recommend approval of change orders, substitutions of materials, equipment, and workmanship; and initiate changes to improve projects if required.
Represent the department competently and professionally, both independently and in conferences, to assure the scope, design, budget, and schedule are being developed realistically under existing construction requirements and prevailing costs guidelines.
Provide professional leadership by conducting meetings with design professionals, contractors, and agency representatives to assure sound design development in relation to the project goals.
Assist in the development of contracts and the negotiation of professional service contracts as required.
Provides technical assistance to DOH programs (as directed) to develop solutions and/or action plans for resolving building maintenance and repair issues.
Responsible for assisting the section Administrator (as directed) with maintaining standardized documents, forms, and templates utilized by the section.
Participate as a member of selection committees for the selection of qualified professional design or construction firms for assigned construction projects.
Maintains a level of professional competency, courtesy and professionalism through training, computer literacy, and proper attention to and use of department policies.
Assists the administrator of Design and Construction on special projects as required.
Required Knowledge, Skills, and Abilities:
- A minimum of three years’ experience in managing building construction projects.
- A working knowledge of Microsoft Office Suite programs including Word, Excel, and Teams.
- A working knowledge and understanding of the Florida Building Code (latest edition).
- Ability to travel 1-3 days a week in support of construction projects.
Qualifications:
The incumbent must have at least one (1) of the following State of Florida licensure/registration in good standing:
- Licensed Architect in accordance with Ch. 481, F.S.
- Licensed Engineer in accordance with Ch. 471 F.S.
- Licensed General Contractor in accordance with Ch. 489, F.S.
- Licensed Building Contractor in accordance with Ch. 489, F.S.
