DHS is recruiting a Deputy Chief Financial Officer (CFO) to make a significant impact on the financial strategies and success necessary to achieve its mission to protect and promote the health and safety of all people in Wisconsin. In collaboration with the Chief Financial Officer, the Deputy CFO provides strong operational leadership, expertise, and strategic visioning for the financial success, accuracy and integrity of multiple funding sources and a $15 billion annual budget.
DHS is located at 1 W. Wilson St. in the heart of downtown Madison, near the State Capitol, the Madison Metro route, and the Capital City bike path. This position includes the opportunity to work remotely up to 3 days each week, though this schedule may vary based on training or operational need.

The Deputy CFO, in conjunction with the CFO, provides operational leadership, subject expertise, and strategic vision to assure financial success, accuracy and integrity for 400 funding sources and a $15 billion annual budget. This position provides strategic advice to the DHS leadership team on all fiscal matters to support the DHS services in seven health care facilities, public health, and the Medicaid program.
The Deputy CFO is part of the executive team for the DHS Division of Enterprise Services and helps lead the Bureau of Fiscal Services (BFS). This diverse and dedicated team of over 50 individuals performs the DHS fiscal functions in the following areas: payment processing, health care billing and reimbursement, audit compliance, fiscal monitoring, and federal claim reporting. This position works alongside the CFO, providing financial integrity and stewardship to the DHS policies, services, systems, and people.
Qualified applicants will have a demonstrated ability to build collaborative partnerships with multiple stakeholders throughout the organization. In addition, minimally qualified applicants will have all of the following:
- Experience applying generally accepted accounting principles, rules, and theories.
- Experience adopting, managing, and reporting organizational budgeting strategies and policies.
- Experience setting priorities and investing in, developing, and managing people in a professional finance setting.
- Experience leading and advancing continuous improvement models and initiatives and shepherding organizational change.
