Harborview Medical Center (HMC), an entity within UW Medicine, is a comprehensive health care facility that includes research, teaching, and clinical care of inpatients and outpatients and is dedicated to the community's wellness, promotion, and restoration of health. Its primary mission is to provide excellent healthcare for the most vulnerable residents of King County, to offer and teach exemplary patient care, and to develop and manage leading-edge centers of emphasis. HMC is owned by King County, governed by the HMC Board of Trustees, and operated and managed by UW Medicine under contract between King County, the HMC Board of Trustees, and the University of Washington. Harborview Medical Center is the only Level I Adult and Pediatric Trauma Center and Level 1 Burn Center serving Washington, Alaska, Montana, and Idaho. HMC is recognized as a critical resource providing specialized UW Medicine services for Trauma, Burn, Neurosciences, Advanced Reconstruction & Rehabilitation, Ophthalmology, AIDS/STD, Mental Illness, Addictions, and Medically Vulnerable populations, as well as providing the medical direction for key regional services, including the county and state Disaster Management Coordination Center, Medic One and Airlift Northwest.

The new Chief Executive Officer will be responsible for leading this effort within HMC and will be expected to develop, in partnership with UW Medicine and King County, appropriate metrics and an actionable plan to achieve these goals.
Since its founding in 1877, HMC, partnering with Public Health, has committed to providing healthcare for the most vulnerable residents of King County. The main campus and community clinics serve as critical public health touchpoints for low-income, underserved King County residents.
As a result of the 2020 $1.74B bond initiative passed by King County voters, HMC has begun planning a series of critical long-term capital improvements, including the construction of a new medical tower, a new Behavioral Health Institute, and necessary upgrades to existing facilities. As a UW Medicine entity, HMC continues to play an essential role in the pandemic by providing the necessary COVID services to our community, including specialized acute and critical care along with testing and vaccinations. HMC’s mission has proved even more essential in the past year, as UW Medicine faculty and staff have played a central role in understanding the COVID-19 virus nationally and providing COVID-19 care for Washington State and the region throughout the pandemic.
Position Description
Reporting directly to the HMC Board of Trustees and the President, UW Medicine Hospitals & Clinics, the Chief Executive Officer will be responsible for providing overall leadership and management of HMC following the medical center’s mission statement and the applicable policies of the HMC Board of Trustees, UW Medicine, and the University of Washington. This executive will serve as a senior executive member of the UW Medicine management team and will be reviewed annually through a collaborative process conducted by the HMC Board of Trustees and the President, UW Medicine Hospitals & Clinics.
Candidate Responsibilities
STRATEGIC LEADERSHIP: Assess industry and government health care trends and develop innovative processes and programs that ensure the continued vitality and viability of HMC. Assess the local and regional competitive market and develop competitive programs that support HMC’s mission and financial health and align with HMC’s and UW Medicine’s strategic plans. Build and maintain strong relationships with King County leadership, including the Executive and Councilmembers, to effectively communicate HMC’s financial and operational activities and to encourage collaboration with King County to provide excellent healthcare services to HMC’s mission population and the entire community. Establish and maintain strong relationships with the community and with regional and state government officials to strengthen and build HMC’s positive reputation through the promotion of its mission and high-quality services. Oversee strong workforce development through employee recruitment and retention, employee satisfaction and engagement, strong succession planning, and embracing diversity, equity, and inclusivity as a strategic advantage to ensure talented leadership, organizational readiness, and capacity to meet the changing demands in health care. Provide executive leadership for assessing and deploying new cost-effective clinical technologies and information systems that improve health care and ensure health care equity, quality and patient safety, regulatory compliance, and financial performance. Participate with the UW Medicine Strategic Marketing and Communications team in the development and distribution of educational and promotional materials to assure continued community awareness of Harborview, its mission, and the services it offers. Participate with UW Medicine Advancement Office and the HMC Board of Trustees to cultivate relationships with donors to secure philanthropic funding and support for meeting the medical center’s mission. Support and foster a culture that values commitment to high-quality care, patient safety, innovation, inclusiveness, teamwork, equity, and respect for patients and co-workers. Foster an environment that supports the highest quality education and research. OPERATIONAL LEADERSHIP: Establish and maintain organizational structures, management systems, and staffing plans that assure high-quality, equitable care, patient safety, efficiency, accountability, and compliance with health care laws, regulations, and policies. Conduct ongoing program evaluations and maximize operational efficiencies to provide the highest quality of safe, equitable, appropriate, and patient-oriented care throughout the medical center. Enhance strong working relationships with HMC’s labor partners to deliver the highest quality patient care. Establish strong working relationships with the medical staff and assure that Medical Center and Medical Staff Bylaws, policies, rules, and regulations are relevant to and support the current needs of HMC. Work with the UW Medicine CFO and Finance department to ensure that finance and accounting data accurately reflect the operations of HMC. Organize and maintain required financial accounting systems to assure the HMC Board, President, UW Medicine Hospitals & Clinics, the Dean of the School of Medicine, other UW Medicine senior leadership, and the University of Washington adequate financial controls exist and that financial records accurately reflect the financial condition of HMC and its shared services. In collaboration with the President, UW Medicine Hospitals & Clinics, work with the UW Medicine Contracting Department to ensure the negotiation of hospital contracts and corporate agreements with public and private health care purchasers in support of the mission of UW Medicine and the financial requirements of HMC. Provide leadership for the planning and financing of adequate facilities, equipment, supplies, information technology, and personnel to provide safe, equitable, and effective care which is responsive to the needs of all HMC patients, including the medically vulnerable and all age-specific populations. Work with the UW Medicine Compliance Office to ensure HMC’s compliance with all applicable regulations and laws, accreditation requirements, and institutional policies. Provide executive-level leadership and support for the compliance activities as part of the UW Medicine Compliance Program under the direction of the UW Medicine Chief Compliance Officer. RELATIONSHIPS WITH HMC BOARD OF TRUSTEES AND UW MEDICINE: Proactively work with the Board of Trustees as outlined in the Hospital Services Agreement and the Board Bylaws. Prepare and present all reports as required by King County Ordinance and the Hospital Services Agreement between King County, the Board, and the University of Washington. Work closely with the chairs of Board committees, including Executive, Joint Conference, Finance, Employee Relations, Governance, Capital Project Oversight, and Strategic Planning, to provide guidance, staff support, and assistance necessary for the committees to conduct their work. Work with Board leadership to ensure that all Board members receive comprehensive orientation and ongoing education to fulfill their duties. Work closely and collaboratively with the President, UW Medicine Hospitals & Clinics, other members of the UW Medicine Senior leadership team, Strategic Leadership Council, Clinical Operations Roundtable, the UW Neighborhood Clinic Board, and the Airlift NW Advisory Committee. As appointed by the CEO of UW Medicine, serve as a member of the Strategic Leadership Council, Clinical Operations Roundtable, the UW Neighborhood Clinic Board, and the Airlift Advisory Committee. Look to the President, UW Medicine Hospitals & Clinics, the UW Medicine CFO, and the HMC Board for policy guidance and direction and keep the Board informed of performance according to the annual budget and program plan adopted by the Board and of all material developments affecting the mission and/or performance of HMC. Participate in initiatives under the UW Medicine Office of Equity, Diversity, and Inclusion. Continue to expand upon existing Harborview Equity, Diversity, and Inclusion initiatives, including but not limited to developing inclusive curricula, organizing cultural proficiency training, workforce recruitment, retention and leadership development, and community engagement. Collaborate on bond initiatives and other large-scale cost transformations. Candidate Qualifications
REQUIRED EDUCATION AND EXPERIENCE: Seasoned and successful leader, with experience in a major academic medical center or another complex health-related industry or organization in a competitive market. Advanced degree in a relevant field is required, in addition to advanced training or experience in business or healthcare management. Extensive experience in executive leadership positions. DESIRED EXPERIENCE: Effectively represented hospital needs with an understanding of the broader economic demands and health issues of the communities served that need to be balanced in a robust academic environment. Led, operated, and managed in an acute care hospital or a major medical center. Worked in a unionized environment and enhanced effective labor-management relations. Experienced in strategy, operations, finance, and process improvement. Provided leadership for the planning and financing of adequate facilities, equipment, supplies, information technology, and personnel to provide safe, equitable, and effective care, including the medically vulnerable and all age-specific populations. Experienced in complex IT systems optimization. Worked with diverse groups and committed to advancing workplace diversity. Guided robust change management initiatives, including but not limited to bond initiatives and large-scale cost transformations.
