Education & Experience:

• Eleven years of increasingly responsible professional work experience demonstrating leadership, management, supervision, and administration in the family health and/or early childhood fields; OR
• A bachelor's degree in Public Health, Nursing, or closely related field (e.g. maternal child health, health administration, nutrition, or health education) plus six years of increasing responsible professional work experience demonstrating leadership, management, supervision, and administration in the family health and/or early childhood fields; OR
• Any equivalent combination of relevant experience and education.

Preferred Education & Experience:

• Graduation from an accredited college or university with a master’s degree in public health, nursing, or program-related field (e.g. maternal child health, health administration, nutrition, or health education).
• Two years in inter-agency collaboration across health system agencies
• Two years clinical training and/or experience working directly in the provision of services for patients/clients.
• Two years organizational development and change management experience.
• Three years building partnerships with community and agency partners.

Knowledge, Skills, and Abilities:

• Knowledge of the social justice underpinnings of public health and public health’s role in community action and advocacy.
• Ability to effectively facilitate meetings, engage the community in planning and programming, and reach consensus.
• Knowledge of the political process and role of policy development, and the ability to coach staff in policy development.
• Ability to work independently and collaboratively with staff and community partners and facilitate collaborative and team efforts.
• Highly developed and effective written and verbal communication skills, including the ability to effectively express complicated concepts in easily understood terms to the general public in public settings.
• Knowledge on current public health principles, policies/practices, and trends in the areas of maternal child health and public health nursing.
• Strong systems-based thinking and planning skills.
• Ability to effectively conduct and implement assessments, interpret and manage data, conduct strategic planning efforts, conduct priority setting, and support division staff to participate in and understand their roles in such processes.
• Administrative skills in planning/needs assessment, organizing, prioritizing, budgeting and resource development, problem solving, and negotiation.
• Skills in human resource and personnel management, including supervision, motivation, training, team building, coaching, mediation, and conflict management.
• Ability to handle stressful situations in a non-reactive manner and quickly change course when needed.
• Ability and willingness to work effectively and nonjudgmentally with people from diverse backgrounds.
• Ability to build positive connections and a team mentality with staff while demonstrating and modeling a growth mind-set for staff.
• Demonstrated practices of teamwork, respect, integrity, innovation, and ongoing commitment to personal and professional development; must place value on work-life balance.

Special Requirements:

• Must be able to attend meetings, sometimes after hours, at all BCPH sites and in the community.
• Must have access to reliable transportation that is readily available for business use.
• May be reassigned during a public health emergency (e.g. disease outbreaks, wildfires, floods, etc.).
