The National Association of County and City Health Officials (NACCHO), a national organization representing nearly 3,000 local health departments nationwide, has an immediate opening for a Senior Program Analyst Preparedness. POSITION SUMMARY The Senior Program Analyst is responsible for managing, implementing, and promoting project activities; identifying and responding to member needs; and assessing policies and programs. The Senior Program Analyst is considered a senior content expert. This position may supervise the work of Program Analysts and administrative support staff. Senior Program Analysts typically report to a Director or Senior Director. Work at this level requires substantial knowledge in the designated area, with both the conceptual understanding and sufficient professional experience to work on complex assignments with minimal supervision. Senior Program Analysts require proven analytical, research, and project management capabilities, as well as the ability to work on projects of a highly confidential and sensitive nature and interface with the highest level of internal and external stakeholders. PROGRAM SPECIFIC INFORMATION The Senior Program Analyst will support NACCHO’s Public Health Preparedness (PHP) portfolio, including, but not limited to, a suite of activities related to Project Public Health Ready (PPHR), a criteria-based training and recognition program that assesses local health department capacity and capability to plan for, respond to, and recover from public health emergencies. The Senior Program Analyst is responsible for management and oversight of all PPHR program activities, including provision of technical assistance to applicants, interpretation and updating of preparedness standards, coordination of the application review process, development of related tools and resources, coordination of stakeholder meetings, budget management, and supervision of program staff. This position, in consultation with the Director for Preparedness, will also provide leadership for the strategic development and expansion of the project, including marketing and recruitment activities for multiple audiences. The Senior Program Analyst will also assume a leadership role in PHEP 2.0, an evaluation and improvement planning project that will advance the "next generation" of public health emergency preparedness based on state, local, and territorial experiences and lessons learned from the COVID response. This project will identify priorities that strengthen state and local public health emergency management programs, will inform national initiatives and priorities, and will identify broader opportunities that promote local public health emergency preparedness and response. Ultimately this project will assist NACCHO members advance their local PHEP program. The position may also support other public health preparedness activities, such as those related to Enhancing Local Public Health Emergency Preparedness and Response Capacity Building Assistance, based on team needs and changing priorities. The incumbent should exhibit familiarity with all-hazards preparedness planning and response principles, with knowledge of Public Health Emergency Preparedness (PHEP) capabilities and Public Health Accreditation Board’s Standards and Measures strongly desired. A general knowledge of workforce capacity development and demonstration of experience with public health preparedness exercises and/or response to actual events is also strongly desired. In addition, the incumbent should have experience collecting, analyzing, and synthesizing information from various sources to develop recommendations and inform policy or programmatic outcomes. The incumbent should have strong oral and written communication skills as demonstrated by experience developing high-quality and impactful publications (e.g., reports, articles, issue briefs) with minimal oversight. The incumbent should also have supervisory experience. Experience working with or overseeing contractors/awardees is highly desirable. POSITION SPECIFIC DUTIES
