The Global Health Advocacy Incubator (GHAI), an initiative of the Campaign for Tobacco-Free Kids, draws on lessons from tobacco control campaigns in more than 50 countries to drive policy change campaigns focused on other public health issues around the globe to improve public health. The Associate Director (AD) for the Cardiovascular Health (CVH) Program for Africa joins a dynamic and growing team advancing efforts to support non-governmental organization (NGO) partners working to improve critical public health policies related to cardiovascular health (CVH) in specific low-and middle-income countries in Africa.

The AD will oversee GHAI’s CVH effort, which focuses on policy and regulatory change in key areas including eliminating artificial trans-fats, reducing sodium intake, and improving hypertension treatment in Africa at national level and at regional level, such as the campaign to support a regional regulation to eliminate the artificial trans-fats from processed food in the East African Community, among others.  S/he will provide oversight to in-country-coordinators through advocacy capacity building, technical support, and collaboration with civil society and multilateral organizations.

The AD must demonstrate expertise in three key areas: work experience in Africa managing public health programs; well-developed understanding of advocacy campaigns and project management and, ideally, experience in the CVH agenda. He/she must be a self-starter with strong project management skills and a demonstrated ability to work within cross-functional teams with a proven commitment to training and capacity building for in-country partners. The Associate Director will support the execution of key programmatic efforts and policy change initiatives in close partnership with the Associate Director for the CVH Program, the Director of the Resolve to Save Lives (RTSL) project at GHAI and other key members of the team in Washington, D.C. and project countries. The position is located in Washington, D.C. and reports to the Director of RTSL and is open to applicants who are authorized to work in the United States.

Key Responsibilities

The AD will oversee the CVH advocacy work in Africa which includes a variety of activities, including supervision of in-country coordinators, mapping the political landscape; defining political strategies, identifying allies, champions and adversaries; mobilizing public support; building coalitions; leveraging media and social media coverage; journalism training and other core strategies necessary for a successful policy change campaign.

Qualifications

• Professional and personal abilities, attributes, and experiences:
• Five-seven years of demonstrated experience in working on policy issues in global health, preferably in non-communicable diseases and CVH.
• Experience working on African issues, particularly around policy, public health and advocacy.
• Strong experience working with civil society and government stakeholders.
• Proven track record of working on multi-faceted and complex projects related to policy change in global health, including ability to anticipate issues, develop pro-active solutions, and follow-up and meet deadlines and deliverables.
• Understanding of the tools and practices needed to influence public health policy in middle- and low-income countries, and experience working with in-country organizations to use these tools in effective policy change campaigns.
• Proven ability to coordinate across multiple stakeholders with sensitivity to the political and policy dynamics, and familiarity with multilateral partners in global health.
• Experience working at the international level and in cross-cultural settings, and the ability to travel internationally.
• Supervisory experience of teams located remotely is an asset.
• Strong written and oral communications skills, including the ability to write reports.
• Strong communication skills including writing and speaking; fluency in English required, French highly desirable.
• Consultative and collaborative approach; comfort working across a large and complex international NGO on complex policy issues.
• Bachelor’s degree in public policy, communications, public health or other relevant field. Advanced degree preferred.
