Compliance Officer- Research Integrity The Compliance Officer will report to the Director of Research Integrity and be responsible for implementing, communicating, and monitoring export control policies, procedures, and the Export Control Management Program for the University of Tennessee Knoxville. This position also works with Research Integrity in the implementation and tracking of responsible conduct of research education and in an administrative capacity to support the University's processes to uphold research integrity. Our team is looking for a highly technical and motivated individual with an understanding of cyber security to provide technical advice and design to implement an effective monitoring program for Export Control, in close connection with the University Export Compliance Officer. The Compliance Officer will primarily be responsible for ensuring the University's compliance with federal regulations governing the export of sensitive technology, equipment, or computer source code and serve as a point of contact for internal inquiries regarding export control compliance. This position also works as needed with outside consultants and liaises with the respective government agencies for compliance with the International Traffic in Arms Regulations (ITAR) under the auspices of the U.S. Department of State; the Export Administration Regulations (EAR) under the auspices of the U.S. Department of Commerce; and the Office of Foreign Assets Controls (OFAC) regulations under the auspices of the U.S. Department of Treasury. This position combines four Compliance Areas- Export Control, Facility Security, Research Conflict of Interest, and Research Integrity.
Summary of Duties: Research Integrity (RI) * Monitors and ensures research compliance with responsible conduct of research training requirements; * Assists in outreach initiatives for in person training on responsible conduct of research training * Manages administrative tasks associated with the successful implementation of University policies in responsible conduct of research; and * Provides technical assistance in evaluation of noncompliance materials including forensic analyses of images and information along with use of plagiarism software.
Facility Security Officer (FSO) * Ensure compliance with Defense Security Service regulations; communicate with industrial security representatives, Department of Defense sponsors, and Department of Energy sponsors on annual assessments, inspections, reviews, investigations, and other reportable issues and will ensure the following actions are performed in accordance with National Industrial Security Program Operating Manual (NISPOM)and other applicable government requirements; * Maintain the University's secure research programs; * Provide technical advice and identify cyber security areas in need of improvement, including operational as well as research capabilities to faculty and staff; * Assist researchers with interpreting and implementing processes for data security that are compliant with regulatory standards such as NIST 800-171 and University policy; * Documents and monitors research cybersecurity for compliance; * Processing and maintenance of personnel security clearances via JPAS and eQIP appropriate IT systems and ensure that security personnel records are accurate and complete; * Communicate with clients and researchers as to the status of pending security applications and the verification of active clearances; * Prepare and maintain reports related to pending and active security clearances; and * Responsible for developing and administering security programs and procedures for handling classified and/or proprietary materials, documents, and equipment, as applicable.
Export Control (EC) * Review export control terms in proposals, contracts, and other agreements; Write export control determinations after consultation with researchers or contract negotiators; * Determine equipment classifications, license exceptions, and exemptions; manage daily activities; determine requirements for embargoed and sanctioned countries; screen end users and countries; partner with other University operations to ensure compliance; * Conduct internal export controls audits and prepare necessary disclosures; * Draft license applications and institutional registrations; * Lead and coordinate institution-wide initiatives to understand and apply federal export control laws, regulations, and policies to a wide variety of research and clinical activities that have implications for operations such as international travel, shipments, research contracts and grants (including sub recipient funding awards), service agreements, material transfer agreements, purchase orders, fieldwork, and international and visiting scholar appointments; and * Develop and write copy for the UTK Export Control website. Coordinate with the webmaster to update as needed.
Research Conflict of Interest (RCOI) * Assist with implementation the Research Conflict of Interest Management Program for UTK in connection with the Director of Research Integrity Compliance; review proposal and contracts with RCOI issues, including Public Health Service (PHS) sponsored research in accordance with PHS COI regulations; review and provide determinations on Part I (PHS) COI disclosures; draft and implement RCOI management plans;* Prepare information for review by the faculty-led RCOI Committee as required; and * Educate faculty and staff at all levels to ensure compliance with the Conflict of Interest regulations and policies that are applicable to research at UTK..
