Summary: The Senior Director for Grants Administration will lead the Grants Administration team, which manages federal and non-federal grants through their lifecycle. The successful candidate will have substantial experience managing a team of technical experts, have relevant software expertise, work effectively across multiple teams, and have a strong donor relations orientation. Principal Functions: - Serves as lead technical resource to all ASTHO teams by responding to complex compliance-related and legal questions, advises on grants and contractual matters throughout life cycle, and reviews pre-award, post-award and sub-agreement documents for accuracy, consistency and compliance.
- Maintains a strong relationship with grant and program officers from funding agencies, including the Centers for Disease Control and Prevention (CDC) and other government agencies, and private foundations.
- Maintains extensive knowledge of federal regulations, including 2 CFR 200 and other funding requirements.
- Directs and develops internal manuals, standards, guidelines and training materials to ensure compliance and efficiency and effectiveness of grants and contracts operations while identifying and implementing process improvements.
- Leads and ensures successful integration of the grants management process within the organization’s Enterprise Resource Planning system.
- Reviews and signs proposals, grant agreements, contracts, modifications & sub-awards prior to signatures that may be needed by executive team.
- Maintains a broad and deep understanding of cooperative and Foundation/donor agreement policies, regulations and procedures to build knowledge among programs and operational team members; maintains knowledge of funding agency and institutional requirements. Formulates, establishes, and communicates grants administration policies, procedures and systems dedicated to the improvement of grants administration.
- Establishes, monitors and reinforces ASTHO’s policies and procedures to minimize risk to the organization. Provides input at the management level to surface issues/concerns and to reduce organizational risk.
- Reviews and reports on proposal budgets and budget modifications with financial and programmatic staff.
- Ensures contractual terms are in the best interests of ASTHO.
- Reviews grant proposals to ensure budget aligns with proposed deliverables and is in the best interest of ASTHO.
- Tracks and analyzes relevant grants management performance and compliance data for the department and the organization, making recommendations to improve performance and compliance as needed.
- Tracks, reviews and ensures accuracy and compliance with timely and accurate grant cash and financial reporting requirements.
- Monitors and reviews grant cash draws and submitted by Accounting to PMS.
- Monitors and reviews grant receivables analyzed by Accounting.
- Promotes staff development and growth opportunities through professional training programs, seminars, performance management and mentorship.
- Develops cost-effective, streamlined procedures and systems to achieve efficient and effective grant and contract management to ensure optimal support to programs and financial staff.
