Qualified candidates must possess:

Education: Must have an advanced degree in Public Health, Medicine, or a closely related field.

Experience: Eight (8) years of professional experience related to health care service delivery, including five (5) years in a supervisory or managerial position which includes:

• Experience working in a public health/public administration setting with responsibility for managing and directing agency/organizational operations;
• Experience serving in a management capacity with direct oversight and supervision of a large scale, highly skilled, and diverse workforce;
• Knowledge of best practices and techniques to bring about strategic change, both within and outside the organization, to meet organizational goals through creativity and innovation, external awareness, flexibility, resilience, strategic thinking, and vision;
• Experience leading people toward meeting an agency/organization's vision, mission, and goals using conflict management skills, leveraging diversity, developing others and team building; and,
• Experience managing in a results-driven agency/organization through accountability, customer service, decisiveness, problem-solving, entrepreneurship, and technical credibility.

Desirable Qualifications, Knowledge, Skills & Abilities:

• A Master's degree in Public Health and/or completion of a residency in preventive medicine is preferred. 
• A proven leader who develops partnerships and works collaboratively with stakeholders to direct the planning, development, implementation, and evaluation of public health programs, projects, and services.
• A problem solver with experience in the principles and practices of quality improvement, quality assurance, and public health accreditation.
• Knowledge of principles and practices of public health and health care administration, including current trends in policy, planning, education, finance, and related issues.
• Strong management, administration, and interpersonal skills.
• Local health jurisdiction experience in the areas of public health and/or health care.
• Significant experience effectively managing budgets, staff, and operational functions.
• Performance management experience with the proven ability to improve the effectiveness of Public Health programs, services, and the workforce.
• Superb communication skills, delivering clear and persuasive messages through written and oral presentations.
• A dynamic highly skilled innovative public health expert who leads through change and growth by empowering, inspiring, and motivating within the workplace and the community.
• An advocate for social justice, social determinants of health, and health equity.
• A proven leader who seeks to improve the well-being of others.
• An experienced administrator with knowledge of communicable disease control services and emergency preparedness.
• An effective team builder and leader of a multi-disciplinary staff who also works effectively with other agencies, community providers, and members of the public.
• Able to cooperate and work effectively with other departments, elected officials, and employees of other agencies, including the local medical community.
• Knowledge of laws, codes, and regulations governing public health care programs and services.
