FLSA Status: Exempt Summary of Work The Director of Programs is responsible for overseeing HCSEF’s multiple health programs and initiatives. With delegated authority from the Chief Operations Officer, the Director of Programs is a full-time position that supervises the fulfillment of contractual, program, and service obligations undertaken by HCSEF. This position requires exceptional talent in relating to people across a wide range of sectors and the ideal candidate must be a team player. Supervision The Director of Programs will function under the direction and guidance of the Chief Operating Officer. Education & Professional Experience - Master’s degree from an accredited college or university in (public) health, social science, health services, health administration, business administration or other related fields of study is required.
- Five years of relevant experience in program management and development.
- Three years of supervisory experience is required.
- Documented experience in at least two of the following: grant writing; program development; quality improvement; contract management; or training/staff development.

- Significant programmatic experience, preferably in the health and or human services sector.
- Considerable experience with public health and community health initiatives, particularly those related to health equity, HIV and behavioral health.

Core Duties & Responsibilities - Directs programmatic functions within the agency.
- Provide direct supervision for managerial-level staff.
- Development, negotiation, supervision, and administration of contracts and subcontracts.
- Establishment and implementation of programmatic procedures for timely invoicing of provider services, payment, and reimbursement, in accordance with contractual rules.
- Supervision of activities relating to, and authorization of, service provision for clients as established by agency procedures.
- Effective communication with key partners and stakeholders, across multiple sectors.
- Prepare the agency and serve as the primary staff during programmatic monitoring.
- Collaborate and work closely with the Director of Finance on fiscal management and during fiscal monitoring.
- Maintain current knowledge and understanding of HIPAA and patient privacy guidelines.
- Ensure staff adherence to HIPAA and patient privacy guidelines.
- Supervise the maintenance of confidential storage and files.
- Prepare timely and appropriate responses to relevant funding and continuation of funding opportunities.
- Provide program-related technical assistance to contracted or sub-contracted entities.
- Represent the agency at various meetings, committees, and sub-committees per contractual requirements and in acting in the best interest of HCSEF.
- Maintain up-to-date knowledge on health care trends and emerging public health issues.
- Ensures that up-to-date and accurate program information is placed on HCSEF’s website.
- Actively engages in business and program development for the agency.
