Position Summary:

Rutgers, The State University of New Jersey, is seeking Data analysts for the Center for State Health Policy, within the Institute for Health, Health Care Policy & Aging Research. The position provides data-analytic support for the Center's Integrated Population Health Data (iPHD) projected which is designed to enable and promote population health research that leads to improvements in the health, safety, security, and well-being of New Jersey residents as well as improvements in the cost-efficiency of state government programs in these areas. The overarching concept of the iPHD is that programmatic data are much more informative when they are linked across different service areas (e.g., health, social services) than when they remain in isolation from one another.

Among the key duties of this position are the following:

  • Constructs statistically advanced programs in SAS and other software to allow analysis and linkage of data from large and sensitive state administrative datasets.
  • Works with internal and external investigators and senior staff to implement statistical programming and data analyses to advance the goals of the iPHD.
  • Performs a variety of duties related to improving and normalizing data including data cleaning, documentation, quality control, data aggregation and integration.
  • Provides data, programming, and analytical support and manage the day-to-day execution of iPHD related data linkages.
  • Normalizes and extracts subsamples from larger administrative data sets and merge or concatenate with other data sets, as needed for further analysis.
  • Cleans data, constructs analytic variables and develops and documents methods and procedures.
  • Reviews all data received from primary and secondary sources to evaluate data quality and availability over time to maintain consistency and accuracy.
  • Performs other duties as required in support of the Center's research mission.

    Minimum Education and Experience:

  • Master's degree in biostatistics, epidemiology, statistics, health informatics/IT, policy analysis/administration, public health, economics or a related field.
  • A minimum of two (2) years of data management and analysis experience in a social science, health services, or policy environment and/or training in advanced research methods.

    Required Knowledge, Skills, and Abilities:

  • Proficiency with SAS statistical software and advanced knowledge of Microsoft Excel is essential.
  • Exceptional organizational skills with a keen eye for detail and accuracy with superb data documentation skills.
  • Ability to build and/or adapt complex programs (e.g., hospital quality and patient safety measures) for innovative uses; requires the ability to understand and revise sophisticated bio-statistical programming.
  • Ability to effectively interpret supervisor's directions and communicate progress and problems in a timely way.
  • Capacity to create visually appealing and understandable presentation of data.
  • Knowledge of HIPAA privacy and security rules as related to release of data.
  • Strong interpersonal, written and oral communication skills.
  • Exceptional time management skills and the ability to effectively prioritize and manage multiple projects and deadlines.
