Position Summary Reporting to the Director for Management and Operations for the Population HIV Impact Assessments (PHIA) Project, and working closely with the Senior Manager for Strategic Systems & Operations within ICAP's Strategies & Partnership's unit, the Senior Strategic Systems & Operations Officer is responsible for managing key systems and processes to support efficient and effective functioning of PHIA project operations, in alignment with overall ICAP policies and frameworks. In close collaboration with project staff in New York and in-country, and with other ICAP units, including Strategies & Partnerships, Operations, Finance, Procurement, Human Resources, among others, the position will drive optimization of systems, processes, tools, and procedures to increase operational excellence in the management and implementation of the complex PHIA project.
The PHIA Project involves the design and conduct of large-scale nationally representative population surveys to measure the reach and impact of HIV programs in countries hard-hit by the HIV epidemic. Funded by the President's Emergency Plan for AIDS Relief (PEPFAR), the Project is led by ICAP at Columbia University in partnership with the US Centers for Disease Control and Prevention (CDC), and the Ministry of Health in each country.
Responsibilities - Ensure that existing and emerging ICAP-wide systems and tools are optimally utilized by the PHIA team to support effective project management, including developing tailored guidance and approaches for smooth integration of current and future organizational initiatives within the context of PHIA-specific project timelines, deliverables, and other requirements. 20%
- Coordinate the processes for conceptualizing, developing, disseminating, monitoring, troubleshooting, adapting and updating project policies, tools, templates, and procedures to enhance PHIA project performance and operations management, in alignment with existing ICAP-wide systems, initiatives and requirements. 15%
- Identify priority gaps and challenges within operational systems and processes that the PHIA project has in place, develop a work plan to address each, and lead coordination with other ICAP units as needed to operationalize. 15%
- Engage with PHIA project staff in New York and country offices with a focus on user orientation, troubleshooting support, and training/capacity building efforts around systems and processes related to PHIA project operations and management. Ensure that PHIA project staff are actively engaged in and compliant with established project management and operations policies and procedures. 15%
- Support conceptualization, development, and implementation of a strategy for eliciting, capturing, categorizing, and sharing both explicit and tacit knowledge (e.g. lessons learned, best practices, etc.) across all functional areas and stakeholders within the PHIA project. Support integration of learnings into subsequent project activities, and foster a deepening of the PHIA project team's commitment to knowledge sharing practices. 15%
- Ensure consistency in how PHIA knowledge and information is captured by and transferred between PHIA project team members and stakeholders, and work to streamline communication pathways. 15%

Minimum Qualifications - Bachelor's degree or equivalent in education and/or experience
- Minimum five (5) years of experience in the management and operational requirements of donor-supported international development projects.
- Strong IT/computer skills, including ability to quickly adopt new systems and platforms
- Excellent interpersonal, organizational, communication, problem-solving, and critical thinking skills.
- Demonstrated experience in systems development and administration
- Ability to gain cooperation from diverse individuals or groups, over whom there is no direct supervisory authority, in order to accomplish program goals.
- Demonstrated experience working with a high degree of independence.
Preferred Qualifications - Master's degree in public health, social sciences, non-profit management or related discipline.
- Proficiency in speaking, reading and writing in French, Portuguese or relevant indigenous local languages.
- Experience working with U.S. government-funded grants and contracts and knowledge of U.S. government rules and regulations.
Other Requirements - Approximately four (4) one-week domestic trips to ICAP HQ (if based remotely), and up to three (3) one-week trips to field project sites, on an annual basis.
